DCD is looking for a Senior Policy Analyst / Team Lead for Development Impact and Digital. This is a new role overseeing several existing and emerging initiatives within RPDI with an emphasis on partnering with Member and non-Member development co-operation agencies to improve their impact. The position includes oversight of activities related to system-wide reforms including: on-demand support to governments in strengthening their institutions policies and processes to maximise development impact; work on and with emerging donors; and new initiatives to support development co-operation agencies in the area of digital technologies (e.g. investment in digital public infrastructure; developing a new workstream on Artificial Intelligence (AI) for effective development co-operation).

The selected candidate will be entrepreneurial and is expected to lead in identifying potential partnerships developing a pipeline of projects and funding and working with teams across DCD and the OECD. This includes for example working with other teams on DAC Peer Reviews the DAC Network on Evaluation and development effectiveness as well as experts beyond RPDI. The selected person will work under the guidance and supervision of the Head of the RPDI Division.

Main Responsibilities
Strategy and delivery
  • Design and launch a new digital for development co-operation workstream linking experts and practitioners from across development co-operation agencies and beyond.
  • Manage within the digital workstream a dedicated initiative on development co-operation for Digital Public Infrastructure.
  • Develop a coherent work programme for the Development Impact and Digital team and ensure its smooth and cost-effective implementation.
  • Attract financial support for the work programme and oversee effective management of funding relationships.
  • Lead RPDI-wide thinking on the use of AI in development co-operation agencies to improve the achievement measurement and communication of impact in their activities. This may include building a new AI consortium that could take forward pilot work in this space with interested Member and non-Member agencies.
  • Develop and nurture an innovation mindset within and beyond the team acting as a sandbox within RPDI for incubating and testing new ideas that relate to development co-operation policy and practice (e.g. AI).
  • Manage and deliver a pipeline of institutional reform projects to assist development co-operation agencies in their own reforms towards greater effectiveness.
  • Manage supervise motivate and contribute to the professional development and performance management of a team through effective working methods a positive working environment and good communication.
Liaison and outreach
  • Develop strong networks and engagement with other OECD Directorates working on policy reform digital public infrastructure AI and innovation in the public sector.
  • Develop strong networks and engagement with senior officials in member countries other international organisations expert networks researchers and others working in fields related to development impact. Support collaborative action through the DAC its Communities of Practices and with non-DAC development partners.
  • Build on existing relationships with non-OECD DAC providers of development co-operation to encourage mutual learning including in the context of triangular co-operation.
  • Organise multi-stakeholder workshops learning events joint co-operative research projects and conferences.
  • Support the Head of the RPDI Division as needed and represent the OECD externally.
Analysis drafting and publications
  • Draft and co-ordinate analytical documents papers speeches presentations and publications that are underpinned by sound theory empirical analysis and a robust evidence base and in turn lead to the formulation of relevant policy options constructive policy advice and support effective implementation.
  • Develop effective communications and dissemination of outputs and adapt key policy messages to meet the needs of different audiences.
Qualifications
Ideal Candidate Profile
Academic Background
  • Advanced university degree in development economics technology and innovation or a related field ideally with a public policy focus.
Professional Background
  • Minimum eight years of relevant experience in policy analysis and project management in government international organisations research institutes or similar.
  • Relevant understanding of and experience in development co-operation and the functioning of bilateral development co-operation agencies.
  • A demonstrated track record in one or more of the following areas: designing and implementing institutional reforms in development co-operation; managing innovation in a development co-operation portfolio; developing and implementing digital strategies in the area of development co-operation ideally in the field of AI.
  • Solid conceptual understanding of key digital technologies and their potential application in the fields of development / development co-operation as well as associated risks and trade-offs.
  • Demonstrated capacity to work strategically and creatively; strong conceptual and analytical capabilities.
  • Capacity to recognise and articulate policy implications and formulate practical policy advice; sound judgement in interpreting the political dimension of issues.
  • Excellent networking skills with strong political sense and effective diplomatic skills with the ability to build networks achieve consensus and interact effectively with multiple high-level stakeholders.
  • Excellent leadership skills with the capacity to manage and resolve conflicts ability to plan co-ordinate and supervise complex and large projects and to deliver them to schedule and budget.
  • Ability to build teams and motivate staff in a multicultural environment. Commitment to equal opportunity and diversity.
  • Ability to present complex analyses to non-specialist audiences. Excellent drafting skills and a capacity to produce high-quality analytical and policy-oriented work and draft clear and concise reports.
