The Role We are seeking a dynamic Learning & Development Lead to own the L&D strategy for our French operations and the execution of programs across Europe. This pivotal role combines strategic planning with hands‑on execution. You will partner with local leadership and the Global Academy to ensure a redeployable workforce of billable consultants while managing the full L&D function in France—from compliance and budgets to team leadership.
Key Responsibilities
1. Strategic Partnership & Program Design
- Partner with business leaders in France & Europe to conduct learning needs analyses and address skill gaps.
- Support and implement internal learning academies to drive career progression for billable and non‑billable staff.
- Lead the rollout of Global Academy programs (including Senior Leadership / FEP / SEP) across Europe, collaborating with the CoE to ensure local relevance.
2. Operations, Compliance & Budget (France Focus)
- Legal Expert: Serve as the subject matter expert on French L&D legislation, ensuring full compliance (CPF, OPCO, taxe d'apprentissage).
- Budget Management: Manage and track the annual L&D budget for France, ensuring ROI and effective resource allocation.
- Reporting: Develop metrics and dashboards to report on program effectiveness and business impact to stakeholders.
3. Vendor Management & Collaboration
- Identify and negotiate with external training providers and learning technology vendors to optimize costs (PSL in Europe).
- Collaborate with the Global Academy and European peers to share best practices and align local initiatives with global strategy.
4. Team Leadership & Execution
- Supervise, mentor, and develop a remote / cross‑border L&D team in Europe.
- Embrace a "roll up your sleeves" attitude, managing end‑to‑end logistics when needed.
- Demonstrate a continuous improvement mindset, constantly seeking ways to enhance efficiency.
Qualifications & Experience
- Experience: 6–10 years of progressive experience in L&D.
- Industry: Strong understanding of the IT / Tech industry and matrix organizations.
- French Legislation: In‑depth, practical knowledge of French L&D laws, funding mechanisms, and compliance is mandatory.
- Management: Proven experience managing remote cross‑border teams.
- Skills: Excellent budget management, vendor negotiation, and data analysis (Excel / Dashboards).
- Languages: Fluency in English and French is required.
- Mindset: Curiosity for AI and digital learning tools.
