The Role

The Talent Programs Manager – Learning and Advancement serves as the lead for designing, executing and administering enterprise-wide learning and career advancement initiatives. This role balances hands‑on operational responsibilities with senior‑level individual contributor expectations, including influencing learning strategy and collaborating with Workforce Effectiveness and Talent Management leaders. The role oversees day‑to‑day program management, platform administration, and targeted program execution, while providing subject‑matter expertise to support organizational learning and career growth.

What You Do

Program Strategy and Execution

  • Oversee the design and operationalization of the organization’s learning strategy, influencing stakeholders across the business.
  • Lead planning, execution, and day‑to‑day management of programs, coordinating workstreams such as career frameworks, skills strategy, and learning enablement.
  • Partner with HRBPs, Talent program teams, and business leaders to embed learning, career development, and capability‑building initiatives across the employee lifecycle.

Learning Platforms and Content Management

  • Manage and administer learning platforms (e.g., LinkedIn Learning), including permissions, access, and content visibility.
  • Curate learning pathways and collections aligned with organizational priorities.
  • Develop learning assets (videos, one‑pagers, job aids, etc) and oversee sourcing and translation of French‑language content.
  • Stay informed, and in some cases provide support, of compliance training programs and identify opportunities to align for a consistent employee experience.
  • Partner with external vendors to deliver targeted programs when appropriate.

Professional Development and Manager Enablement

  • Administer and execute the professional development policy, tracking program usage, course completion, and engagement metrics.
  • Lead operational delivery of manager enablement initiatives, ensuring smooth implementation and alignment with broader L&D strategy.
  • Provide functional expertise to assess departmental or individual learning needs, recommend solutions, and design or facilitate training as needed.

Measurement, Analysis, and Continuous Improvement

  • Define success metrics and track participation, skill adoption, and career mobility.
  • Analyze program data and participant feedback to inform improvements, enhance program effectiveness, and ensure scalability and inclusivity.
  • Ensure learning programs are aligned with organizational priorities and support employee growth.
  • Perform other related duties as assigned to support team objectives, departmental needs, and overall organizational priorities.

What You Bring

  • Degree in Human Resources, Organizational Development, Adult Learning, or related field; relevant learning, development or coaching designations/certifications are a plus.
  • A minimum of 7+ years of experience in Learning, Talent Development, or HR Program Management; experience in instructional design or facilitation is a plus.
  • Proven success managing cross‑functional programs and multiple priorities.
  • Strong understanding of career and skills frameworks and their practical application.
  • Exceptional stakeholder management, facilitation, and communication skills.
  • Advanced organizational and analytical skills; able to influence without authority.
  • Proficiency in HR software, LMS solutions and Microsoft Office Suite (Excel, Word, PowerPoint).
  • Passion for learning, developing others, innovation, and empowering employees to grow.
  • Ability to work independently and as part of a team.
  • Strategic thinker with a hands‑on, execution‑driven approach.
