Job Description

The Talent and Performance Program Lead, reporting to the Director of Talent Development & Learning, oversees performance management, succession planning, and talent strategy across the territory. The role uses Workday to design and optimize talent processes aligned with TSA’s mission and collaborates with HR Business Partners and leaders to enhance programs that foster engagement, development, and organizational excellence.

Key Accountabilities
  • Develop and implement talent strategy: Partner with HR and business leaders to design and execute talent programs that support career growth, performance improvement, and succession planning.
  • Drive program adoption and scalability: Promote uptake of talent programs across HR and ministry units, leveraging Workday modules for seamless integration.
  • Manage Workday talent processes: Oversee strategy, continuous improvement, and integration of Workday talent programs to ensure optimal user engagement and outcomes.
  • Evaluate and report program effectiveness: Establish metrics, track adoption, and regularly report progress, using data to inform improvements and demonstrate impact.
  • Collaborate with stakeholders: Work closely with HR, IT, and HR systems teams to align talent initiatives with organizational goals and ensure smooth delivery.
  • Act as program advocate: Communicate and promote talent programs to drive engagement and stakeholder support across the territory.
  • Build and maintain critical relationships: Engage with internal governance committees, external vendors, and industry peers to exchange ideas and ensure effective talent programs and technology partnerships.
  • Ensure program delivery and resource management: Oversee impactful program execution, uphold organizational standards and ethics, manage budgets efficiently, and, if applicable, lead and develop a high‑performing team.
  • Other duties as assigned.
Education and Experience Qualifications
  • Bachelor’s Degree in Human Resources, Organizational Development, Business Administration, Psychology, or a related field. A Master’s degree is an asset.
  • Certifications such as Certified Human Resources Professional (CHRP) or Certified Human Resources Leader (CHRL), or Project Management Certification are an asset.
  • Ten (10) years’ experience working within a large‑scale, complex organization leading talent and performance management capabilities; experience and management of talent modules in Workday preferred.
  • Significant experience building and managing partnerships in a complex environment.
  • Strong verbal and written communication and presentation skills.
  • Proficiency with stakeholder management.
Compensation

The target hiring range for this position is $100,390.71 to $125,488.38 with a maximum of $150,586.06. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
