Scope of work
- The contractor will develop a Critical Asset List for the defence of Canada, maintain strategic situational awareness and advise the DPNA in a comprehensive manner on issues affecting the CAF’s Critical Asset List defence planning.
- The contractor will be responsible to research and draft strategic level documents for the MND, CDS, DM, DOS and other senior defence staff (e.g. Campaign Plan, Briefing Notes, Information Papers, Letters, etc.) on Critical Asset List infrastructure, current/future plans and issues of concern/interest to the defence of Canada.
- The contractor may represent the Directorate at interdepartmental meetings and work in close collaboration with internal and external DND/CAF partners and stakeholders, to include – CAF Level 1 Commands as well as OGDs and Industry.
The contractor is required to be available during normal working hours to attend planning events and meetings, although virtual work may be an option on a hybrid basis. Normal place of duty is Carling Campus (60 Moodie Drive) and NDHQ (101 Colonel by drive).
Tasks
- Produce a draft strategic level Critical Assets List (CAL) to be used in strategic campaign plan for the defence of Canada.
- Advance the objectives of the CAL, which include (1) operationalizing the CAL, (2) updating the CAL with Air/Maritime and ONSAF/Arctic assets, and (3) mapping the Critical Infrastructure across DND/CAF, OGDA and Industry.
- Lead, organize, or contribute to governance committees for which SJS/DGP is a Chair, Co-Chair, or as directed. These may include, but not limited to, the CAL SC, the Defence NORAD Steering Committee (DNSC), the Military Cooperation Committee, etc.
- Maintain accuracy of CAL defence files and/or tasks. Prepare briefing notes, presentations, and CAF correspondence research and analysis (letters, memoranda, minutes etc.). Conduct oral presentations of subject matter at hand.
The contractor is to be available during normal working hours to attend planning events and meetings 0730-1700 Monday to Friday, 7.5 hours/day, 37.5 hours/week.
Additional mandatory criteria
- M1. The proposed resource must clearly demonstrate four years’ experience within the last 10 years performing in a Strategic level position in Government of Canada (i.e. including/above L2).
- M2. The proposed resource must have four years’ experience with military strategy, operational planning, or campaign design.
