About the role

Join the Housing Policy and Programs 1B Risk Management team in the role of Senior Specialist, Compliance and Quality Assurance. You will provide expert analysis and recommendations to improve program delivery, ensure alignment with corporate policies, and mitigate operational risks. You will collaborate with stakeholders across the Corporation to promote a coordinated, risk-based approach to oversight and decision-making across the sector.

What you’ll do:

  • Plan and coordinate internal quality assurance reviews of contribution and lending files, including the development of sampling methodologies and scoring approaches.
  • Conduct assessments to evaluate compliance with program requirements, internal controls, and risk mitigation strategies.
  • Prepare clear and actionable reports and recommendations and communicate findings to stakeholders and senior management through scheduled debriefs and performance reporting.
  • Collaborate with stakeholders to validate findings, share insights, and support continuous improvement initiatives.
  • Contribute to the development of a coordinated, risk-based approach to monitoring and oversight across Housing programs.
  • Identify trends and recurring issues that can inform training plans and capacity-building efforts for program delivery teams.
  • Lead the planning, testing, sampling, scoring, and scheduling of internal quality assurance activities, while ensuring that all aspects of the IQA plan are subject to review and challenge by the Chief Risk Office (Second Line of Defense) in alignment with the Three Lines of Defense model.

What you should have:

  • A minimum of seven years of relevant experience in housing programs, risk management, finance, or business operations, with strong knowledge of contribution agreements, lending practices, and real estate financing.
  • Demonstrated experience in quality assurance, compliance, and operational risk oversight.
  • Strong analytical skills and ability to interpret financial statements, borrower structures, and program data.
  • Proven ability to communicate complex findings clearly and persuasively to diverse audiences, including senior management.
  • The ability to build and maintain effective relationships with stakeholders across various levels of the organization.

It would be great if you also had:

  • CPA designation or active progress toward completion.
  • Demonstrated knowledge of CMHC programs, policies, and operational frameworks.
  • Experience within a governance structure such as the Three Lines of Defence; familiarity with data analytics tools and techniques is considered an asset.
  • Strong grasp of risk-based monitoring methodologies and performance measurement practices.
