Position Summary

This position is assigned to the BWXT‑led National Laboratories Partners of Canada (NLPC) contract to lead contractor management activities. The Senior Manager, Supply Chain – Contractor Management is a mission‑critical leadership role within Canadian Nuclear Laboratories (CNL). Reporting to the DVP Supply Chain, this position acts as a strategic partner to all CNL missions, enabling the successful delivery of Capital Projects, Decommissioning and Waste Management, and Science & Technology initiatives such as the Advanced Nuclear Materials Research Center (ANMRC) and the Near Surface Disposal Facility (NSDF).

This position is based in Chalk River, Ontario, Canada. Relocation benefits are available for eligible candidates.

Responsibilities / Duties
  • Reports to the DVP Supply Chain, one of NLPC’s Essential personnel.
  • Leads the Contractor Management function once contracts have been executed, overseeing a cross‑functional team responsible for contract administration, supplier relationship management, performance oversight, risk and issue management, dispute resolution, change management, and the coordination of payments and incentives. All activities are conducted in close collaboration with the Project Manager of the impacted mission to ensure alignment, transparency, and effective delivery.
  • Leads the development and implementation of contractor performance management frameworks, including defining clear KPIs, service levels, and reporting expectations. Oversees the creation of performance dashboards (Power BI or equivalent) to provide real‑time visibility into compliance, delivery, risks, and trends, ensuring accountability and informed decision‑making across all stakeholder groups.
  • Assists the DVP Supply Chain and mission personnel in ensuring that all resource needs for upcoming project phases and new projects are understood and that supply chain priorities are established to match those needs.
  • Supports advance acquisition planning, risk assessment and forecasting to help missions plan effectively and avoid delays, cost overruns, or compliance gaps and implement cost‑saving measures and operational improvements.
  • Coordinates the supplier qualification program and build capability and relationships with existing and potential new suppliers.
  • Supports and guides quality assurance activities to monitor program effectiveness and support continuous improvement.
  • Review supply chain outreach efforts and internal mechanisms for contract management, project understanding of market offerings, potential supply identification and solicitations.
  • Update policies and procedures related to contractor management and oversight of the supply chain to ensure that subcontractors receive proactive and effective communications regarding the complexity and safety implications of the work being performed.
  • Collaborates with the VP Indigenous Engagement, one of NLPC’s key personnel, and other senior management to increase the Indigenous community’s business volume in the supply chain.
  • Ensures supply chain compliance with all Canadian laws and regulations, contract requirements, and CNL policies and procedures, and apply best practices from supply chain management at nuclear and research facilities in Canada and the United States.
  • Performs other duties as assigned by the DVP Supply Chain and/or CFO.
  • Significant portion of work will be done on site. Some remote work may be permitted.
Qualifications / Requirements
  • Bachelor’s degree in engineering, business, or a related discipline is required. An advanced degree in a relevant position is preferred and can substitute for experience.
  • Minimum of 15 years of progressive experience in supply chain management, contractor oversight, procurement, or related fields, demonstrating levels of responsibility, leadership, and cross‑functional collaboration. Preferred experience, includes managing complex projects, developing performance frameworks, engaging with regulatory bodies, and building strategic supplier relationships.
  • Experience working with AECL or other Canadian regulatory bodies is strongly desired.
  • Must be able to obtain and maintain Canadian security clearance and proper authorization to work in Canada.
  • The majority of work is performed on site; candidates must be able to attend the Chalk River location.

The base salary range for this position in Ontario (CA-ON) at the start of employment is expected to be between $n/a and $n/a per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job‑related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
