The Senior Human Resources Advisor – Occupational Leave Management (SHRA–OLM) coordinates various Human Resources (HR)/Labour Relations (LR) supports and information to managers, supervisors, and other staff. This position’s focus includes WorkSafeBC communication, occupational health, performance process improvements, return-to-work planning and claims cost mitigation. The SHRA–OLM is sensitive to employee relations and works within the Collective Agreement to complete duties relating to human resources, employee relations, and leave management.

The SHRA–OLM is responsible for a variety of advanced technical, data administration, transactional, and analytical responsibilities. Further, the SHRA–OLM partners and assists Directors, Managers and Coordinators in providing a wide range of transactional human resources services, including benefits management, performance coaching and support, training and development, occupational health and wellness, and labour relations support. Actions and activities are performed with a focus on exceptional customer service, consistent and reliable data processing, validation and analysis, and strong critical thinking and interpretation skills.

Reporting to the Human Resources Manager, this position communicates with external parties such as Disability Management Institute (DMI), Worker’s Compensation Board (WCB), and benefit carriers. Internally, this position works as part of a highly collaborative team to deliver key support services in a timely basis and handles a variety of tasks that are confidential in nature.

A narrow selection of the larger scope and responsibilities for this position are as follows:

  • Lead proactive strategies aimed at reducing the organization’s WorkSafeBC premium rate by analyzing injury trends, claim durations, and causation factors; collaborating with OHS and leadership; ensuring timely and accurate claim management; strengthening modified work and stay-at-work programs; providing quarterly reporting; and supporting compliance with WorkSafeBC requirements and Bill 41 obligations.
  • Coordinate leave program requirements in collaboration with the Disability Management Institute (DMI), including preparing and submitting Form 7, coordinating physicians’ notes, and occupational fitness assessments as needed.
  • Ensure modified work offers are prepared in accordance with the requirements outlined in Bill 41.
  • Work with DMI, supervisors, and employees to ensure a successful return-to-work program for employees cleared by DMI and/or WorkSafeBC.
  • Coordinate WorkSafeBC required accommodation requests, return-to-work or stay-at-work plans, and liaise with the Union, Manager of HR, and supervisors. Ensure schedulers and payroll are informed when applicable.
  • Provide information to staff regarding benefits options, Employee Family Assistance Program (EFAP), and early intervention.
  • Provide guidance on benefit options during leave of absence for benefit continuance when applicable.
  • Coordinate termination paperwork and change of status with managers and payroll, utilizing the termination checklist and Recommendation to Terminate form where needed.
  • Participate in employee investigations and provide analysis grounded in organizational policy, collective agreement language, and employment law.
  • Provide confidential advice and guidance in areas such as performance development, leaves of absence, attendance, terminations, and HR policies and practices.
  • Provide advice and guidance to management on interpretation and administration of the Collective Agreement.
Qualifications
Education
  • Degree or diploma in human resources or a related field.
  • Chartered Professional in Human Resources (CPHR) designation is considered an asset.
Experience
  • Minimum of five years of experience as a human resources generalist in a unionized environment, with strong knowledge of WorkSafeBC best practices, policies, and procedures.
Requirements
  • Successful completion of the Ministry of Public Safety and Solicitor General Criminal Record Check.
