Responsibilities

PRIMARY PURPOSE Carries out a senior level of financial analysis in support of the department’s strategic financial planning and reporting services. Participates in consolidation and operating budgets and all other aspects of financial management, involving KPI’s, forecasting, modeling, costing and other analysis. Provides financial advisory services to business leaders across the organization.

  • Participates in development of the consolidated operating budget for the rail division, providing information and advice to business leaders on budget strategy, standards, policies and processes.
  • Conducts forecasting, modeling, costing and analysis to support strategic financial planning and decision‑making for the rail division.
  • Develops regular and ad‑hoc draft financial reporting, including quarterly/annual internal reporting, financial reporting for the Board, TransLink reporting and other ad‑hoc reports.
  • Provides financial advisory services to business leaders across the rail division, involving interpretation of financial data to provide meaningful information and consultation as required.
  • Provides support to the contract services team with financial analysis, modeling, budgeting, forecasting and reporting.
  • Supports the Manager in identifying risks and opportunities related to areas of accountability, ensuring the Manager is alerted to critical issues as they emerge.
  • Ensures accuracy and completeness of own work, while also ensuring alignment with TransLink standards, policies and processes; and compliance with regulatory and other related requirements.
  • Builds and maintains relationships with TransLink representatives to discuss and resolve financial analysis and reporting issues and to provide input to various committees and task forces.
  • Participates in the implementation of enhanced and streamlined financial processes, collaborating with TransLink business technology services on the development, implementation and ongoing management of new and enhanced systems.
Qualifications
  • Education and Experience Undergraduate degree in finance and five years of related, progressively responsible experience.
  • Canadian accounting designation (CPA) is required.
  • Advanced knowledge of the concepts, principles, practices and techniques pertaining to all aspects of corporate financial planning, analysis and reporting.
  • Solid knowledge and understanding of the relevant TransLink standards, policies and processes, and also of the relevant regulatory requirements.
  • Solid planning skills with ability to participate in strategic financial planning processes, including development/consolidation of short and long‑term financial and budget planning.
  • Solid interpersonal and communication skills to provide financial advice to business leaders across the rail division.
  • Solid problem‑solving and decision‑making skills to identify, diagnose, and resolve analytical issues.
  • Advanced analytical skills to carry out complex financial analysis and reporting.
  • Advanced knowledge of Excel and proficiency in the full suite of office software.
Other Information

Recruitment Process: An applicant will be required to demonstrate suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

Work Schedule

37.5 hours per week.

Work Designation

Resident. This position works predominately on‑site.

Rate of Pay

The salary for this position ranges from $82,400 – $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role. The Total Compensation Package includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan as well as other employment offerings, which will be discussed in detail as the application progresses.
