Senior Financial Analyst, Reporting

Corporate Services – Corporate Finance

Status: (1) Regular Full Time position

Salary Range: $92,151 -$115,189 per annum plus comprehensive benefits

Hiring Range: $92,151 - $103,670 per annum plus comprehensive benefits

Hours of Work: 35 hours per week

The Finance Division within Corporate Services enables success through financial stewardship and business partnership.

As a Senior Financial Analyst within the Public Works Financial Support Unit (FSU), you will provide strategic financial advice and support to Public Works leadership to enable effective management of their business. The FSU supports operational and strategic initiatives of the Public Works Department.

Within the Public Works Services FSU and reporting to the Supervisor, the Senior Financial Analyst serves as the subject matter expert. The Senior Analyst develops and sustains collaborative relationships and provides client-centered financial advisory services with internal and external business partners.

What you will do
  • Perform operating and capital budgeting, forecasting and reporting for the Waste Management division within the Public Works Services Department
  • Identify business trends and drivers and maintain/develop financial models
  • Develop workflow schedules for capital and/or operating budgets and corporate reporting cycles
  • Develop and maintain cooperative, collaborative and strategic relationships with the division’s managers and directors
  • Engage business partners and establish open dialogue on financial matters related to business sustainability, council priorities and program financial outlook
  • Provide financial advice and influence in the program’s annual budget development, financial/management reporting and complex business issues
  • Create meaningful reports/presentations that concisely identify root causes and tell the story
  • Review council reports/business cases, conduct cost-benefit analyses and provide sound financial recommendations
  • Assess financial processes to determine efficiency and appropriateness of financial controls
  • Provide advice and interpretation of financial policies, by-laws, procedures and legislation
  • Provide coaching and review of the Financial Analyst’s work related to accounting activities (accruals, account reconciliations, journal entries), management reporting, financial procedures and documentation
  • Demonstrate a commitment to diversity, equity, and inclusion through continuous development and proactive bias management
What the role requires
  • Relevant university degree and attainment of recognized professional accounting designation (CA/CGA/CMA/CPA/ACCA), with a minimum of 5 years’ experience, or an equivalent combination of education and experience
  • Solid understanding of municipal finance and budgeting
Skills/Abilities
  • Strong computer skills (MS Office and PeopleSoft Financials; Hyperion considered an asset)
  • Excellent verbal and written communication, planning and organizational skills, and ability to prioritize
  • Attention to detail, ability to work independently and as part of a team
  • Knowledge of applicable legislation, regulations and standards and municipal issues, services and processes (asset)
  • Excellent relationship-building skills to develop and sustain client partnerships in a team environment
