Overall Purpose
- Under the direction of the Sergeant, Evidence-Based Policing Team, the Research and Evaluation Analyst is responsible for conducting research, evaluation, and reporting on public safety trends both locally and globally. This role directly supports strategic decision-makers by providing expertise in data governance, data extraction, statistical reporting, and design activities.
- Utilizing best-practice research methods—including qualitative, quantitative, and user experience approaches—this position establishes the foundation for continuous improvement in evidence-based policing strategies and community safety and well-being (CSWB). In addition, the role incorporates community co-design and co-production principles to enhance public trust and duty of care.
Major Responsibilities
Research and Analytical Support
- Conduct comprehensive research on public safety trends and cross-industry developments by leveraging internal records, open-source materials, academic studies, and professional publications.
- Assess the impact of economic, social, political, crime, and technological trends on community safety.
- Liaise with internal stakeholders and external partners to determine the scope of data needs and to define information requirements.
- Determine the optimal methods for conveying research findings and prepare detailed analytical reports.
- Perform standard and ad-hoc database queries to retrieve, evaluate, and extract pertinent information.
- Prepare clear and concise outputs such as reports, infographics, presentations, research briefs, and meeting summaries.
- Assist in the development of key organizational documents (e.g., Business Plan, Budget, Annual Report) by providing evidence-based insights.
Support for the Evidence-Based Policing Continuous Improvement Framework
- Contribute to performance reviews by tracking and analyzing key indicators relevant to evidence-based policing strategies.
- Conduct benchmarking research and ongoing best-practices studies on strategic and operational topics related to public safety.
- Assist in developing and refining performance metrics and advanced reporting solutions that inform organizational strategies.
- Compile and analyze data from various operational and statistical sources to support evaluation efforts.
- Develop and support the creation of performance reports for senior management and for review by the Police Services Board.
Information Dissemination and Communication
- Respond to information requests and disseminate findings in a timely manner in accordance with established procedures and legislative guidelines.
- Follow up on directives and inquiries to ensure that all correspondence and requests are addressed appropriately.
- Perform additional duties as required or directed to support continuous improvement in evidence-based policing initiatives.

Statement Of Required Qualifications
Education and Experience
Successful completion of a three (3) year university degree in Social Sciences, Business, Criminology, Arts, or a related discipline; or a relevant college diploma combined with analytical coursework and/or experience.
A combination of experience and formal training may substitute for the specified education requirements.
Minimum Two (2) Years Progressively Increasing Experience In
- Conducting data analysis using statistical methods, geographic information systems, relational database management, applied research methods, and evaluation of both qualitative and quantitative information.
- Demonstrating critical thinking skills in synthesizing and reporting research findings.
Language
English – fluency in oral, reading, and writing.

Effort and Working Conditions
Work is normally performed in a standard open office environment with minimal adverse working conditions with limited public access. Travel between OPS sites may be required.
Desired Qualifications
- Oral, reading, and writing fluency in French or other languages.
- Experience preparing professional reports for presentation to Senior Management or oversight body.
- Experience using Structured Query Language (SQL) and Geographic Information Systems (GIS).
- Experience conducting user experience research in an analytics and decision support environment.
