The Department of Transportation and Infrastructure is currently seeking qualified individuals to fill two (2) Program Manager positions located in Winnipeg. These positions will serve as the High Performance Chip Seal Program Manager and Microsurfacing Manager.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a Valid Class 5 Manitoba Driver’s Licence.
  • Must be able to work with paints, solvents, or chemicals while wearing proper Personal Protective Equipment.
  • Must be able to work in extreme environmental conditions (extreme heat/cold, dust, etc.), be able to stand for extended periods of time, and lift up to 70lbs.
  • Must be able to be away from home for several nights on a continuous basis if required, and travel throughout Manitoba when necessary.
  • Able to work extended hours, including overtime and on weekends, including holidays as required.

Qualifications:

Essential:

  • Completion of the Department's Level 3 training course, and training in Project Management, or a Civil Engineering Technology Diploma with related construction and maintenance experience or an equivalent level of experience related to construction and maintenance and project management.
  • Experience preparing budgets and project estimates.
  • Experience with Capital Planning of multi year projects.
  • Knowledge of occupational, safety, health and risk management including Workers Compensation policies and procedures.
  • Ability to work independently and in a team environment including the ability to work with outside agencies such as contractors, consultants and vendors as required.
  • Technical knowledge of road preservation and construction.
  • Organizational skills with the ability to prioritize and schedule work.
  • Experience with Microsoft Office (Word, Excel & Outlook) and other work tracking and financial software.
  • Written communication skills to communicate effectively with internal and external contacts.
  • Verbal communication skills to communicate effectively with internal and external contacts.

Duties:

The Program Manager reports to Preservation Construction Manager and is responsible for advanced paraprofessional work providing a technical resource in planning, scheduling and organizing an effective delivery of the Preservation and Support Services maintenance and preservation programs supporting provincial requirements.

The Program Manager provides program support to the Division on preservation and maintenance programming, environmental issues, program planning and coordinates staff and resources to support the Microsurfacing and High Performance Chip Seal programs and requires extensive interaction and co-operation with the Preservation Construction Manager, Director, Asset Management and Regional staff to ensure the Department’s overall objectives are met.
