Job Description
Position Purpose Summary

Reporting directly to the Director-Community Programs, this position is responsible for managing and coordinating staff in support of Residential Programs and Community Day Programs/Participation Supports to the People We Support. The Program Manager is an active member of the agency’s Management Team and works in partnership with Colleague(s) to oversee Service and Administrative Functions.

This role manages specific sites/programs to ensure delivery on Program Services including Individual Support Plans, Outcomes Stars, OCAN, Meeting QAM Standards, meeting Service Targets, Intakes/Discharges, Daily Operations, Staffing Coordination and Management, Program Expansion, and Promoting the agency’s Mission.

Accountabilities
Direct Supervision
  • Hire, train, supervise, coach, mentor, develop and performance manage staff, developing PEAC goals for employees and completing all PEAC processes, ensuring mandatory trainings are completed, approving time off requests, creating on-call schedule, responding to employee training needs and complaints, etc.
  • Ensure Orientation Checklists and PEACs are completed and submitted to HR for filing.
  • Promote and participate in the agency staff recognition.
  • Ensure Completion of Payroll Processes as required, approve time off requests, and manage employee PTO balances, and staff schedules.
  • Level 1 On-Call rotation- accountabilities and responsibilities
  • Ensure adherence to Policies and Procedures
  • Ensure completion, documentation, and submission of required HR forms/data.
  • Ensure HR Operations are updated on Staffing concerns/needs, follow up on required processes for Recruitment and Onboarding.
Service/Program Delivery
  • Ensure Programs are operating in a manner that reflects the Broadview Village and TSA Mission and Values
  • Ensure compliance with the Programs’ governing bodies: MCCSS, MOH, The Salvation Army; this includes Compliance Preparedness: QAM indicators for MCCSS Developmental Services, Meeting Service Targets for Ministry of Health funded programs, and TSA Accreditation Standards for All Programs.
  • Participate in agency audits coordinated for Compliance/Accreditation Preparedness
  • Participate in the On-call Rotation and respond as required/needed.
  • Ensure that ISP’s, Outcomes Stars, OCAN, Rehabilitation Plans, Safety Plans are completed annually and current, as appropriate.
  • Chair/attend meetings as required.
  • Chair/co-chair Program Review Meetings
  • Ensure process for intake, admission, transfer, and discharge planning is followed and documented.
  • Make referrals as appropriate and/or needed.
  • Ensure completion and submission of statistical data as required.
  • Ensure that all files are kept in a manner that meets agency requirements.
  • Ensure completion and review of Incident Reports, Behaviour Support Plans, Shift Logs, CTI plans, Safety Plans, Intake Profiles, Discharge Plans, Maintenance Requests, Job postings, orientation checklists, and any other documentation as required,
  • Follow up on incident reports, serious occurrence reports, complaints, and accolades, as applicable/appropriate.
  • Ensure Debriefings occur as appropriate and when required and ensure these are documented.
  • Represent and advocate for the people we support at management meetings, and/or during coaching sessions with the Director-Community Programs.
  • Ensure that Policies and Procedures are reviewed annually.
  • Collaborate with Director-Community Programs in developing/expanding community programs from a holistic perspective to meet the needs of our community.
  • Chair/ Participate in ISP, case conference process, intake meetings.
  • Participate in Program Planning, Strategic Planning
Relationship Management
  • Communication with Sr. Management, Chaplains/SPARC Team, members of the management team, Families, Caregivers, Neighbours, Sr. Leadership, The People we Support, HR Team, Union, Finance Team, DSO, Behaviour Therapists, Operations/Property Team, Inter‑agency Program Teams, Office of the Public Guardian and Trustee, Medical Team, and other as applicable.
  • Participating in meetings/debriefings/huddles
  • Agency representation as assigned.
CRITICAL RELATIONSHIP MANAGEMENT
Internal
  • The People we Support, Management team, Program Teams, Sr. Leadership
External
  • Caregivers, Neighbours, Customers, other Agencies, other Ministry Units/Salvation Army Departments, and Stakeholders
MANAGERIAL/Technical Leadership RESPONSIBILITY
  • Report to Director-Community Programs
  • Provide direct supervision and leadership to front line staff of assigned sites/programs.
  • Contribute to the agency’s Strategic and Operational planning activities
  • Contribute and Participate in the Agency’s Celebrations and Events.
FINANCIAL AND MATERIALS MANAGEMENT
  • Provide input on program budgets and be accountable to oversee and maintain the approved budget of assigned portfolio.
  • Notify Director /Finance Team of identified priorities and needs.
  • To work with the Director, Program Team, Finance Team, to price Fee for Service Programming, or Customer work Contracts in the Affidative Business/TEP Programs and ensure that FFS or Customer Invoice Process are established and followed and that the Service Agreements are reviewed and signed by parties and saved as appropriate/required.
  • Ensure Policies and Procedures, and processes are followed for managing residents’ finances and oversee Monthly Financial journals.
  • Manage the program funds and revenue generating programs and oversee the scheduling, shipping/receiving of all goods/materials.
  • Ensure that Inventories are maintained.
HEALTH AND SAFETY
  • Ensure adherence to the Occupational Health and Safety Act and regulations in addition to agency Policies and Procedures
  • Ensure environment is safe, that equipment, materials, protective devices, equipment, and protocols are used as prescribed, and that all Health and Safety standards are maintained.
  • Commend Employees in all Health and Safety Performances, and proactive responses.
WORKING CONDITIONS
  • Required to carry a cell phone and may be expected to respond to calls as needed.
  • Will have some travel between sites.
  • May support unionized programs.
  • Generally, works during regular business hours but will be required to support special events and special projects, flexibility is needed.
  • Required to be on stie one weekend per month.
  • Required to provide on call after hours support as scheduled (shared responsibility)
  • Program support individuals that may exhibit behavioral issues. Will be required to be trained and certified in NCI (nonviolent crisis intervention) and First Aid and Mental Health First Aid

  • Minimum 3-year College or University degree related to human services or a combination of experience and education deemed equivalent may be considered.
Experience and Skilled Knowledge Requirements
  • Minimum required 5-years management experience with experience in developmental services and/or mental health services.
  • Working knowledge of applicable legislations and Resources for developmental services and mental health services, experience in dual diagnosis, including SIPPDA, Human Rights Legislation, OCAN, QAM, ESA, OHSA
  • Demonstrated experience in change management and project management
  • The successful candidate must provide an acceptable Police Records Check (Vulnerable Sector Screening)
Required Skills and Capabilities
  • Strong interpersonal and communication skills
  • Familiarity and understanding of Developmental Services/QAM and/or Experience in supporting individuals struggling with mental health challenges within the rehabilitation model, or homelessness
  • Understanding of business models

Compensation

The target hiring range for this position is $66,831.48 to $83,539.35 with a maximum of $100,247.22.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
