Purpose of your Position - Non Union: The Police Services Quality Assurance Casual position will provide support, stability, and consistency to the Quality Assurance teams. The position will be accountable for: the security, safekeeping, and disposition of property seized by or surrendered to the RCMP; the quality assurance of all investigational files as required by the Canadian Centre for Justice Statistics (CCJS) and the quality assurance of all Reports to Crown Counsel ensuring paperwork is processed in a timely manner for in‑custody prisoners and to capture the disposition in the court file and on the accused person’s fingerprints; and Records Management System oversight and maintenance.

Responsibilities
  • 1. Security and Safekeeping:
    • Logs, records and transfers all exhibits into storage and monitor all movements in accordance with policy and procedure.
    • Maintains records suitable for continuity in court, testify as required.
    • Ensures seized firearms are registered with the Canada Firearms Centre and corresponds with Health and Welfare Canada for authority for destruction of illegal drugs.
    • Safe handling and disposal of explosives, biohazard, corrosive and flammable material.
  • 2. Operational Statistics Reporting (OSR) and Uniform Crime Reporting (UCR):
    • Subject matter expert in OSR and UCR.
    • Reviews all operational police investigative files, searches for statistical data required to accurately classify and capture the information required to satisfy Canadian Centre for Justice Statistics reporting requirements.
    • Ensures the integrity of the RCMP and Kelowna Regional Detachment by identifying issues that have the potential to become problematic and suggesting appropriate remedies.
  • 3. Court Liaison and Quality Assurance of Reports to Crown Counsel:
    • Liaison between RCMP, Crown Counsel, Court Services, Municipal Employees and other agencies in general.
    • Ensures the timely attendance of prisoners in court.
    • Reviews all Reports to Crown Counsel for quality assurance purposes, updates court dispositions, ensures fingerprints are forwarded to Ottawa for registration of criminal convictions and confirms validity of CPIC entries.
    • Creates / maintains training packages, provides training to RCMP cadets and newly transferred members.
  • 4. Records Management System Oversight:
    • Audits workflow, maintains user rights and monitors queue management.
    • Maintains Computer Automated Dispatch (CAD) user rights and Cad Hazards.
    • Provides assistance and support to RMS users.
Credentials - Union Knowledge - Non Union

A law enforcement background and/or extensive experience in a policing environment. Requires sound knowledge of Operational Statistical Reporting (OSR) and Uniform Crime Reporting (UCR), Criminal Code, Federal and Provincial Statutes, Youth Criminal Justice Act, RCMP policy and directives. Operational experience in Police Records Information Management Environment (PRIME), Canadian Police Information Centre (CPIC), Evidence Manager and JUSTIN (Provincial records management system shared by BC Prosecution Office and Police). Experience with researching and interpreting RCMP, PRIME BC, Statistics Canada policies. Completed the Canada Firearms Safety Course (non‑restricted and restricted) and be appointed as a Canada Firearms Centre Public Agent. Must obtain the Forklift Operation Certificate and Workplace Hazardous Materials Information System Certificate (WHMIS). Must have a valid British Columbia Drivers Licence in good standing.

Skills & Abilities

Strong organizational/communication skills and sound computer skills; strong ability to multitask and perform duties in varied conditions; ability to work in an adversarial climate with both internal and external clients. Must be able to obtain and maintain an RCMP security clearance and BC Provincial Special Constable Appointment.

Compensation and Work Details

Pay Rate: $41.90 to $48.00 per hour plus 14% in lieu of vacation, statutory holidays and benefits.
