Job summary

A public municipality in the Region of Waterloo seeks an Operations Technologist to support the operation and maintenance of sanitary and stormwater utilities. The ideal candidate will have a degree in Civil Engineering Technology, relevant experience, and strong organizational and communication skills. Responsibilities include tender management, contractor coordination, and infrastructure inspections. This is a full-time position within the Infrastructure Services division.

Qualifications

Overview

The Sanitary and Stormwater Utilities (SSU) team is looking for an Operations Technologist to support SSU operations & maintenance critical service delivery. The position is an integral part of the team which will be responsible for administering annual contracted works, providing support to all in-house maintenance programs, facilitate review and comment on engineering / legal submissions and assisting in producing information related to insurance claims. This position will also be an important contributor towards the continuous development / improvement of maintenance programs as defined by SSU levels of service, industry best practices, current regulatory requirements, and customer satisfaction. The SSU Operations Technologist will be an important collaborator with stakeholders throughout the organization and will represent the best interests of the SSU Operations & Maintenance team when providing input and feedback to various stakeholder groups.

Responsibilities
  • Prepare and administer tendered work plans for annual contracted works.
  • Engage in regular communications with contractors to ensure expected progress is being made.
  • Perform field inspections prior to issuing payment certificates for work completed by contractors.
  • Support the utilities analyst in any required business process changes related to the collection of metrics for the National Water and Wastewater Benchmarking Initiative (NWWBI), Water Infrastructure Program (WIP) and the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI-ECA) reporting requirements.
  • Provide support in planning annual in-house maintenance and inspection programs and ensure expected progress is being made.
  • Monitor and provide regular updates and productivity reports to the Operations Manager around the overall progress of SSU maintenance programs.
  • Assist in the creation and / or development of criteria for new maintenance programs and perform research to assess the value of current methods, technologies and / or to determine alternatives for program delivery (i.e., in-house vs contracted works).
  • Perform infrastructure / site inspections to verify data and / or infrastructure performance, as well as site inspections to confirm work completed to City of Kitchener (COK) and / or contract standards.
  • Review development applications and engineering drawings and provide comments with respect to maintenance and operational impacts.
  • Assist supervisors to complete and create operations maps and coordinate efforts and mapping needs with GIS staff.
  • Prepare and provide historical information to Risk Management staff and Waterloo Region Insurance Pool representatives for insurance claims, as required.
  • Performs other related duties as assigned.
Requirements
  • Minimum three-year degree / diploma in a related field (e.g. Civil Engineering Technology).
  • Minimum 2 years related experience.
  • Must be a Certified Engineering Technologist with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or have the ability to obtain within a year.
  • Valid MTO Class "G" driver's license in good standing.
  • Provide Drivers Abstract at your own expense as a condition of employment.
  • Knowledge of municipal or public services, and administrative processes and procedures.
  • Working knowledge of public works, sanitary and stormwater infrastructure (including pumping stations, sewers, stormwater management facilities, etc.) as well as construction and / or maintenance equipment operation.
  • Analytical, research, organizational, and problem-solving skills.
  • Demonstrated excellence in verbal and written communication.
  • Ability to read and interpret legislation, technical journals, manuals, work orders, design drawings, by-laws, correspondence, reports and supplier information.
  • Ability to conduct training sessions for field staff.
  • In-depth knowledge of personal computer systems and competence in working with job-related software applications related to word processing, spreadsheets, databases, and inventory and maintenance management systems (CityWorks).
  • Proficiency or experience in the use of GIS and / or AutoCAD.
  • Exceptional interpersonal skills and an ability to deal with a wide variety of people.
  • Ability to participate as an effective team member.
  • Ability to work overtime and after hours as required, to provide technical assistance for emergency responses (e.g. spills, pumping station failures, storm events) and meeting deadlines.
  • Ability to support and project values compatible with the organization.
  • Reliable with a good attitude and employment record.
