The Opportunity:

WSPis currently searching for a dedicatedCivil Engineering (Municipal Infrastructure) Inspectorto support ourMunicipal Infrastructure teamworking in Fort McMurray and the Regional Municipality of Wood Buffalo. Applicants not residing in Fort McMurray will be considered with the understanding that construction activities in the Fort McMurray region are the priority.

The Infrastructure Group supports a diverse project portfolio, including but not limited to Civil Engineering Infrastructure, Transportation and Municipal Infrastructure.

This role requires coordination and collaboration with WSP teams responsible for delivering local projects on time, within budget and with quality results.Reporting to the various WSP Project Managers (PM), the Municipal Infrastructure Inspector helps to plan, organize, and monitor one or more local projects to help them meet the contractual requirements or design specifications.

Your primary responsibilities will be Contract Administration, field inspections, and survey related to construction of various types of municipal projects. You will have the opportunity to use your construction knowledge to provide valuable input towards designs and tender documents during the winter months. You will be a key component of a growing local municipal team, meant to aid both WSP PMs and local clients in a safe and professional manner.

The Ideal Candidate would:
  • Live in Fort McMurray, but a flexible commuting/rotational position from elsewhere in Alberta is also acceptable. The candidate would work closely with WSP staff from Fort McMurray, Edmonton, and Calgary, communicating via phone calls, Microsoft TEAMS, and emails;
  • Be responsible for tracking and reporting on progress of the project especially for cost and schedule reporting, and change control. Understand contractual Unit Price Schedules (UPS) and Measurement of Payment clauses;
  • Be a good communicator & collaborator with WSP staff, client representatives, and contractors. Professionally represent WSP to clients and contractors;
  • Be able to work independently on rural sites, diligently reporting back to Project Managers and Engineers as required;
  • Be a Champion for safety and safe work practices.
  • Participates and/or lead construction progress project meetings with external consultants/ clients to assure that priorities are communicated and understood, and that progress/delays/issues are reported;
  • Be able to review contract documents & design drawings and understand field implications. Be able to communicate with managers and engineers the details of Requests for Information (RFIs) coming from contractors.
  • Manage project documentation and updates. Maintains and monitors issues logs for projects;
  • Generates changes orders, maintains change order logs for projects;
  • Scribe notes at project meetings; annotates and finalizes and manages multiple sets of notes;
  • Provides proactive support to Project Manager and the Design team.
  • May manage small projects under the supervision of a Project Manager.
  • Other related duties as they arise.
What you can expect to do here:
  • Be a part of a team of Project Managers, Engineers, Contract Administrators, Designers, Inspectors, and other staff as required
  • Lead the team through the construction phases of municipal improvement projects and other related projects
  • Provide on site inspections, and construction survey layout
  • Participate in site investigations, testing, and topographic surveys
  • Assist with on-site design as required
  • Provide constructability reviews and other miscellaneous design support
  • Assist with the preparation of tender procurement documents
  • Assist with the evaluation of tender submissions
  • Evaluate contractor performance to ensure project deliverables and quality standards are achieved
  • Maintain regular communication with the design team, contractors and clients regarding project status, site issues and project quality and resolve issues as required
  • Assist and support regional business development initiatives including staffing, RFP/RFQ responses to meet projected department growth
  • Management of Quality Assurance and measurements for the preparation of payment certificates
  • Review Change Requests and Claims
  • Management of responses to Contractor’s RFI’s and clarification requests
  • Preparation of Engineering Certifications
  • Ensure staff complete tasks in line with WSP’s safety policies/procedures and legislative requirements
  • Lead by example: Champion a successful mentoring, assistance, encouragement, and motivation approach for team members
What you’ll bring to WSP:
  • Civil engineer ( registered with APEGA), or a Civil/Construction Engineering Technologist with relevant municipal construction experience
  • 7+ years of experience in contract administration, project coordination and site inspections
  • Experience in municipal projects with specific experience in roadway improvements, sewers, watermains, drainage improvements and other municipal infrastructure
  • Have experience working with Project Managers, Contractors, and Engineers
  • You enjoy fieldwork and like working with people and within a team to deliver successful projects.
  • You prioritize site safety and field risk assessments.
  • Experienced in project planning, risk management, cost management, schedule management and preparation/administration of contract documents and specifications would be an asset
  • Familiarity with construction materials, methods and processes
  • Computer skills including Civil3D, Autocadd, word, excel, PDF/Bluebeam markups and other Windows applications
  • Valid driver’s license required. This position may require use of personal vehicle in good working order to be used occasionally for business use, for which there is reimbursement. Could be eligible for a Fleet Vehicle.
