The Opportunity

We are seeking Mill Services Superintendent to support our Whitby plant. Reporting to the Maintenance Manager, the Mill Services Superintendent will organize and direct all safety, quality, and productivity requirements for the department, focusing on Effluent treatment and Boiler systems with the Boiler Chief and Production Engineer as direct reports working in conjunction with the Maintenance Planners and other indirect reports.

What you'll do
  • Focus on TPM (total productive manufacturing) working as a team completing RCAs to eliminate failure points and driving towards our environmental compliance and uptime goals.
  • Leadership & Operational Oversight
  • Supervise effluent treatment operators, power engineers, and utility personnel.
  • Ensure round-the-clock operation of wastewater treatment, steam plant/boilers, compressed air, cooling water, and related systems.
  • Coordinate with production departments to manage influent loading, process upsets, and utility demands.
  • Lead daily operations meetings and provide direction on priorities.
Wastewater / Effluent Treatment
  • Oversee operation of primary, secondary, and tertiary treatment systems, including screening, equalization, aeration basins, clarifiers, DAF, and sludge handling.
  • Monitor treatment performance, identify upsets, and implement corrective actions.
  • Maintain compliance with MECP, Environment and Climate Change Canada, and Pulp & Paper Effluent Regulations (PPER).
  • Ensure accurate sampling, laboratory testing, and environmental reporting.
  • Drive optimization initiatives to reduce chemical consumption, improve effluent quality, and reduce operating cost.
Boiler & Utilities Management (TSSA-Regulated)
  • Oversee operation and maintenance of high-pressure steam boilers, feedwater systems, and condensate recovery.
  • Ensure compliance with TSSA regulations and applicable Power Engineer requirements.
  • Maintain records of inspections, logbooks, maintenance, and safety devices.
  • Coordinate shutdowns, major inspections, and third‑party audits.
  • Optimize energy efficiency, steam reliability, and equipment uptime.
Regulatory Compliance
  • Ensure all operations comply with:
  • TSSA, CSA B51/B52
  • MECP approvals and environmental compliance approvals (ECA)
  • Federal PPER requirements for the pulp & paper sector
  • Workplace safety regulations (OHSA)
  • Prepare monthly, quarterly, and annual compliance reports.
  • Lead environmental or boiler‑related incident investigations and root‑cause analyses.
Maintenance & Reliability
  • Work with maintenance teams to plan preventive and corrective work.
  • Develop equipment reliability strategies for pumps, blowers, aeration equipment, boilers, and chemical dosing systems.
  • Participate in capital planning, scope definition, cost estimating, and commissioning of new equipment.
People Development
  • Train, coach, and develop wastewater operators and power engineers.
  • Ensure proper certification levels are maintained for all staff (WWTP licenses, Power Engineer classes).
  • Develop and update SOPs, lockout/tagout procedures, and emergency response plans.
Budget & Continuous Improvement
  • Manage operating budgets for chemicals, utilities, contractor services, and energy.
  • Identify and implement cost‑saving, safety, and environmental improvement initiatives.
  • Track and report KPIs (effluent quality, steam generation efficiency, downtime).
Experience
  • 5–10 years experience in industrial wastewater treatment, utilities, or power plant operations (pulp and paper experience preferred).
  • Supervisory/leadership experience in a unionized or industrial environment.
  • Experience with SCADA/DCS control systems and process optimization.
  • Strong understanding of environmental regulations, boiler safety codes, and reliability practices.
  • Diploma or degree in Environmental Engineering/Technology, Water & Wastewater Technology, Chemical Engineering, Mechanical Engineering, or Power Engineering.
Certifications
  • TSSA-recognized Power Engineer Certificate (3rd or 2nd) Class would be an asset
  • Wastewater Treatment Operator Certification (Class II–IV) or eligibility to obtain.
  • Additional training in confined space, WHMIS, and process safety is an asset.
