Reporting to the Senior Manager Strategic Procurement – telecommunication services commodity, the Manager, Strategic Procurement is responsible for the contracting process of telecom services and the business relations with suppliers. He participates in the identification of the needs of his internal clients and leads the negotiations until the signing of contractual agreements (identification of potential suppliers, request for quotes (RFQ), selection of suppliers, negotiation of contracts, renewal, coordination of the implementation of the services and others).

He supports the Director, the Senior Manager, the operation teams as well as the other business units related to its commodity.

Role and Responsibilities
  • Participate in the analysis of the needs of its internal customers for the acquisition of telecom services;
  • Develop and manage the business relationship with suppliers;
  • Involve and keep stakeholders of his or her commodity informed regarding various activities related to its commodity;
  • Recommend the best sources of supply;
  • Function as a contact person for any questions or contractual issues related to the suppliers managed by its commodity;
  • Define the best negotiation strategies within its commodities to meet the needs of the internal clients as adequately as possible and to generate cost reductions;
  • Elaborate recommendations for contract award;
  • Prepare the request for quotes (RFQ), evaluate proposals received, negotiate prices, terms, and conditions for contracts;
  • Review and draft contract clauses relating to contractual documents;
  • Work in collaboration with the legal department to ensure the compliance of contractual documents;
  • Manage contracts and agreements, ensure compliance with them, and intervene in the event of deviations;
  • Maintain the database and ensure the monitoring and renewal of futures contracts under its commodities;
  • Evaluate and measure suppliers’ performance. Involve and keep informed the Senior Manager of non-compliance and participate in remediation actions;
  • Participate in the development and continuous improvement of the process related to its commodity;
  • Collaborate closely with other members of the Procurement team;
  • Participate in the training of an employee who must fulfill the responsibilities described above;
  • Perform any other task of the same nature or of a general nature related to the job or required by his or her function.
Qualifications
  • Bachelor's degree in administration, procurement management, law, project management or any other related field or any equivalent experience;
  • Minimum of three (3) years of experience in negotiating and project management;
  • Fluency in French and English (oral and written);
  • Proficiency in the Windows environment and Excel, Word, and PowerPoint software;
  • Proficiency in the SAP environment (MM, PS and Sourcing) would be an asset;
  • Holding the Supply Chain Management Professional (SCMP) designation and proficiency in procurement technology tools would be assets;
  • Experience in the telecom and high-tech market would be an asset.
