What you'll be doing...
In the strategic and hands-on role of Manager, People and Culture Operations, you will lead and support the full scope of operational HR functions across BC Transit. You’ll guide a team of People and Culture Advisors and Talent Advisors in delivering high‑quality services throughout the employee lifecycle in a heavily unionized environment. This role drives people‑focused strategies, partners closely with leaders across the organization, and helps foster a thriving, engaged, and inclusive workplace culture. You’ll apply your expertise in HR best practices, labour and employee relations, organizational development, and data‑driven decision making to support BC Transit’s mission and evolving workforce needs.
Please note that this position is an 14 month temporary term position covering a maternity leave.
In this role, you will have the opportunity to:
- Lead and develop a high-performing People and Culture team, mentoring advisors and contributing to leadership development across the organization.
- Identify, develop and lead strategic people programs and initiatives that drive employee development, organizational effectiveness and alignment with BC Transit’s business proprieties.
- Build strong, collaborative relationships with leaders and unions, providing expert guidance on complex labour and employee relations matters in a heavily unionized environment.
- Execute and champion People and Culture initiatives, providing exceptional internal customer support across the organization.
- Drive human resources functional excellence and process improvement, operational consistency and people-first practices.
- Develop and manage KPIs to inform decision-making, using data to shape strategies, measure impact and improve outcomes.
- Provide leadership and oversight in complex workplace investigations, conflict resolution strategies, and sensitive employee matters.
What you'll bring to the table...

- A people-oriented approach to workplace issues while being results-driven and customer service-focused
- The ability to develop, lead, and implement strategic people initiatives and programs that strengthen organizational culture, enhance employee experience, and support business objectives.
- An in-depth knowledge of labour and employment law, and HR best practices including experience working in a unionized environment and navigating complex employee and labour relations matters.
- The ability to build and effectively manage interpersonal relationships at all levels of the organization
- Degree in human resources or a related field
- Experience in human resources, including experience leading a team
- This position will require an in-office presence in our Victoria office locations a minimum of two days a week, and as operationally required.
