Overview

Reporting to the Director, Corporate Services, the Manager, Human Resources (Manager) role within Culture and Heritage (CH) and its arm’s length organization Inuit Uqausinginnik Taiguusliuqtit (IUT), manages and provides advice to all senior level staff in areas related to training and development, staff relations, Inuit employment, implementation of staff orientation, staffing and recruitment, organizational development, job evaluation and benefits administration. The Manager is a key human resources advisor and specialist for the department as a whole (headquarters and regions), and as such provides advice and support to the department to make informed human resource management decisions.

The manager ensure standards and procedures are clearly understood and previously followed and documented, and that staff are assessed and trained to meet the statutory requirements of their positions, as well as having skills necessary to meet departmental priorities through program delivery and the Inuit Employment Plan (IEP). The position is responsible for providing expert advice and professional support regarding all aspects of human resources management including training and supporting departmental human resources staff in the processes on employee relations and employee wellness matters. This position also provides technical advice and support to the department regarding staffing and retention of staff and takes a lead on all staffing procedures. The Manager supervises human resources staff, including the Human Resource Coordinator and Human Resource Assistant and provides direction, mentorship, and performance evaluation to subordinate staff.

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through a recognized degree in Human Resource Management or a related field (Business Administration, Education, Industrial and Organizational Psychology, and Commerce with concentration on HR) plus a minimum of three (3) years of progressive work experience in the human resources field (HR management, consultant, advisor. Analyst, coordinator) providing HR advice at a senior level. One (1) year of experience developing and supervising staff is also required. Training in Alternate Dispute Resolution, Hay Evaluation, Performance Management, and Human Resource Information Systems will be considered assets. Professional certification in Human Resources is also an asset. Ethnographic experience, both living and working in Nunavut is considered an asset.

Languages and assets

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.

As this is a 3-year term position, current indeterminate Government of Nunavut employees may be offered a competitive transfer assignment for the duration of the term if they are deemed to be the successful candidate, however this is subject to managerial approval.
