Position Summary

Westmoreland Mining LLC is a leading North American energy company with operations in Canada and the United States. The company supplies reliable, affordable energy through responsible mining and reclamation practices. We are seeking a Legal & Government Affairs Counsel to assist in leading the company’s government, regulatory, and commercial engagement with the Government of Saskatchewan and its Crown corporations. The successful candidate will support strategic initiatives across the province and serve as a key advisor to the company’s Canadian operations and external affairs teams. This position will be in a remote-work setting with primary location in or around the Regina Metropolitan area.

Supervisory Responsibilities

This position does not have supervisory responsibilities over other employees.

Key Responsibilities
  • Assist in leading Westmoreland’s engagement with the Government of Saskatchewan, including the Premier’s Office, Cabinet, Legislative Assembly, and senior ministry officials.
  • Provide legal, policy, and strategic support to the Director of External Affairs & Counsel; Chief Operating Officer, Canadian Operations; Chief Commercial Officer, General Counsel and Legal Department.
  • Support development and execution of advocacy and stakeholder strategies related to mining, energy, labor, permitting, and regulatory matters.
  • Build and maintain productive working relationships with ministries such as Energy and Resources, Environment, Labour Relations and Workplace Safety, and the Crown Investments Corporation.
  • Advise on the province’s governance and oversight frameworks, including the Crown Investments Corporation’s relationship with SaskPower and other Crown entities.
  • Monitor and analyze legislative, regulatory, and policy developments impacting company operations.
  • Draft and review submissions, correspondence, testimony, and agreements related to government and regulatory affairs.
  • Provide legal guidance on contracts, labor and employment, and general corporate matters as needed and draft agreements related to the same.
  • Support external communications and stakeholder engagement to ensure consistent and effective messaging on public and governmental issues.
  • Coordinate with consultants, industry associations, and partners to advance company objectives.
Qualifications
  • Law degree (LL.B. or J.D.) and eligibility to practice in Saskatchewan as in house counsel.
  • Minimum 10 years of progressively responsible experience in legal, policy, or governmental affairs roles.
  • Direct experience with or within the Government of Saskatchewan, ideally under the current administration of Premier Scott Moe.
  • Established relationships with senior officials and advisors in the energy, natural resources, and permitting sectors.
  • Strong understanding of the Crown Investments Corporation’s oversight role and its relationship to SaskPower and other Crown entities.
  • Demonstrated political judgment, negotiation skill, and ability to navigate complex commercial and regulatory environments.
  • Exceptional writing, communication, and analytical skills.
  • Experience in contract, labour, employment, commercial law as well as communications considered strong assets.
Licenses, Registration, and Certifications
  • Must be licensed to practice law in the Province of Saskatchewan, and currently in good standing with the Law Society of Saskatchewan.
Typical Working Conditions
  • Remote work with occasional travel will be expected.
