Overview
As part of a newly established leadership team within Accenture Infrastructure & Capital Projects (I&CP) Canadas Healthcare and Buildings (H&B) business, the Associate Director Infrastructure Advisory (Procurement) will play a crucial role in leadership strategy and delivery to position us as the leading driver of change in Canadian infrastructure capital planning, procurement, delivery, and asset management.
The Associate Director Infrastructure Advisory (Procurement) will be a key leader that supports the Vice President Infrastructure Advisory (Procurement) in the deployment of a nation-wide strategy for delivering on I&CP’s five-year business case and strategic plan in tandem with Accenture Canadas growth priorities, as well as Canadian integration of I&CP with Accentures broader Strategy & Consulting business across both its Health and Public Sector industry groups.
Within I&CP Canada the Associate Director Infrastructure Advisory (Procurement) will lead several areas of focus and activities aligned with capital program and project strategy, governance, and procurement improvements.
Responsibilities
1. Procurement and Program Management including :
- Establishment of capital procurement services as a managed service with emphasis on vendor performance management, contract administration, process optimization, and operational efficiencies.
- Providing expertise in public procurement services, including design and implementation of streamlined public procurement policies, evaluation frameworks, and advanced evaluation methodologies for large infrastructure capital programs.
- Development, implementation, leadership, and execution of procurement transformation strategies, including change management, talent strategy, business process reinvention, and digital procurement system implementation.
- Capital procurement analytics, business services, data governance, and advisory on procurement data strategy.
- Establishment of capital program management services including quality management and knowledge management systems and training for indirect procurement execution functions.
- Providing public procurement fairness advisory services in complex capital procurement programs.
2. Capital Program and Project Strategic Planning including :
- Provide leadership in the establishment, oversight, and operations of a capital program.
- Provide expertise in inception, ideation, pre-planning, and planning phase strategy for capital projects and programs.
- Advise on core facets of capital program transformations such as project management information systems, upskilling and integration of project controls, quality and knowledge management frameworks, upskilling of contract administration systems and processes, optimization of internal capital program governance, and alignment with client workforces.
- Planning and resource planning for capital programs and projects.
3. Capital Program and Project Business Case Strategy including :
- Establishment of a business case methodology, benefits management, and benefits assurance practice supporting infrastructure client program and project sponsorship requirements.
- Leading a practice that synthesizes public policy frameworks, political acuity, quantitative rigor, and commercial decision-making.
4. Commercial Management of Infrastructure Projects including :
- Canadian-leading expertise in formulating, selecting, implementing, and advising on contract packaging, procurement and transaction structuring, contract model selection, contract and commercial risk analysis, and delivery model selection tools.
- Synthesize upstream planning and business case inputs with downstream execution and procurement strategy.
- Oversee and manage the work of financial structuring and financial advisory inputs, including relationships with Canadian infrastructure equity and debt providers for infrastructure financing.
- Project Controls, Project Management, and Construction Management support, including elevating commercial competency in delivery and decision making based on project controls and project management aligned to mandates.
- Complex claims and contract management analysis for projects in construction.
5. Leadership and Collaboration within I&CP and the Healthcare and Buildings Team including :
- Support the integration of Accenture’s Strategy & Consulting practice with I&CP in health and public sector industries.
- Provide infrastructure insights and synergy opportunities for upstream capital planning inputs and successful transformation of service operating models for infrastructure assets and programs.
- Build a broader service line around business case methodology, benefits management, and benefits assurance with infrastructure-oriented market research and intelligence to inform strategic decisions.
- Augment S&C execution capabilities in general commercial contract negotiation, strategy, and outsourced service delivery opportunities; align with Accenture’s supply chain & operations industry.
- Augment S&C advisory capabilities in public sector procurement frameworks, policies, best practices, operating models, and procurement transformations tailored to capital programs of public sector entities.
6. Digital Transformation Support :
- Develop client opportunities that progress the use of data and digital tools for improvement of capital planning outcomes.
- Advise on contractual and procurement provisions required to enable digital twin standards in projects and the implementation of digital procurement solutions.
- Advise on future asset management and asset operations capabilities aligned with technological change.
Flexible : The work location for this role will include a mix of working remotely, onsite at a client, or in an Accenture office or center.
Qualifications
- Minimum 12 years of progressive experience in procurement operations and/or execution supporting major public infrastructure projects and capital programs.
- At least three years of industry-related experience.
- Undergraduate degree in business with emphasis on strategy, infrastructure procurement & sourcing, or related disciplines preferred.
- Holding recognized certification in specified fields of Engineering, Contracts Management, Program Management, Procurement Management, or Project Management, including PMP, PEO, CPCM, CIPS, CSCP, CPSM, or equivalent.
- Demonstrated experience in Canadian procurement legislative and regulatory frameworks.
- Experience in vendor management and vendor performance frameworks for capital infrastructure procurement programs.
- Experience selecting and implementing digital procurement platforms or tools in capital infrastructure programs.
- Proven ability to build cohesive teams and drive results by aligning actions with strategies.
- Driven, revenue-oriented, fast-paced, high-energy mindset with the ability to energize others and overcome challenges.
- Exceptional written and verbal communication skills.
Bonus Points If You Have :
- Experience as part of a transaction structuring team involved in procurement strategy for multi-phase public infrastructure or commercial project procurements.
- Experience drafting and interpreting complex procurement and contract documentation.
