The Winnipeg Civic Employees’ Benefits Program ( WCEBP) is a dynamic and growing administrator of pension, long term disability, and life insurance benefits for employees of the City of Winnipeg and eight other participating employers. In addition, WCEBP staff also administer the Winnipeg Police Pension Plan and life insurance plans for both Civic and Police Members. Staff of WCEBP work in a highly technical financial environment requiring attention to detail, accuracy, and confidentiality. Reporting to the Manager of Information Systems, the Information and Data Integrity Analyst is responsible for the analysis of WCEBP information, examining the payroll information received from participating employers for adherence to requirements and overall reasonableness, and monitoring data integrity. In consultation with other WCEBP staff across all work units, this position works to identify and correct errors, and identify protocols for the prevention of data and information system problems.

The responsibilities of this position also include annual valuation and audit, the completion of special projects as assigned and direct supervision of clerical staff.

As the Information & Data Integrity Analyst you will :

  • Review data / information output by the system to ensure that the results produced are consistent with respective Plan requirements and WCEBP standards;
  • Coordinate the data preparation for the Annual Statement of Benefits for all Members and arrange for changes to the statement program to ensure it meets current information requirements;
  • Coordinate internal activities related to actuarial valuations and liaise with actuaries to ensure integrity and accuracy of data provided for valuation purposes, project valuations, and experience studies. Monitor communications methods employed by WCEBP staff to ensure accuracy and clarity, including correspondence, forms, and records;
  • Provide training and assistance to WCEBP staff with respect to the computerized record keeping system, the computerized actuarial factor system, data maintenance and the implementation of new procedures;
  • Monitor the WCEBP electronic administration system and coordinate various processes;
  • Perform internal data quality control testing, produce ad hoc data reports and application error logs, and initiate corrective action as required;
  • Maintain an up-to-date awareness of trends related to information control, access and maintenance;
  • Provide training, supervision, and performance feedback to assigned clerical staff, including review of all bi-weekly payroll and related reports;
  • Coordinate various projects and perform other duties as assigned.

Your education and qualifications include :

  • Required education and work experience includes :
  • University Degree in Business, Actuarial Mathematics or Actuarial Sciences.   • Completion or attainment of the Certified Employee Benefits Specialist Program (CEBS) designation from Dalhousie University within three years of employment;
  • Three to five years of experience in information analysis and data integrity assurance;
  • Two to three years of experience supervising direct reports;
  • An equivalent combination of education and experience may be considered.
  • General knowledge of pension and benefits requirements and the ability to interpret and apply applicable legislation and plan texts provisions to data and information systems;
  • Working knowledge of application system analysis, programming languages, and relational databases;
  • Demonstrated experience and capability in the preparation of documents and statements, including the ability to analyze information requirements and use sound judgment in the preparation of financial benefits related information;
  • Basic knowledge of actuarial requirements of pension plans and experience working in defined benefit plans in pension industry, preferred;
  • Demonstrated ability to communicate effectively and professionally both orally and in writing, in order to build strong working relationships with internal and external stakeholders;
  • Ability to maintain composure and work under pressure with multiple deadlines, some of which are controlled by production schedules and externals sources or laws;
  • Demonstrated ability to plan, prioritize and organize work, and analyze problems and develop and implement solutions;
  • Demonstrated ability to supervise and motivate staff effectively in a unionized environment.
