Job description

Michif Child & Family Services (MCFS) is a mandated child and family services agency with responsibility to administer and manage culturally appropriate community-based child protection and support services for Metis and Inuit people in Manitoba.

Position Overview

Human Resources Advisor – 14 month term. Full-time. Out of scope position. Competition # MCFS-HRA-2025.009. Hours of Work: 7.25 hours per day. Classification: P3 $36.58-$45.26 per hour. Location: Winnipeg, MB.

Reporting and Role

Reporting to the Human Resources Manager, the Human Resources Advisor provides administrative support for HR planning, recruitment, collective bargaining, training, workplace investigations, grievances, employment programs, salary compensation, job evaluations, collective agreements compliance and policy clarification.

Qualifications
  • Post‑secondary education in Human Resource Management, Business Administration, Organizational Development, Labour Relations, and/or Employment Law.
  • 2-3 years’ experience working within a human resources department.
  • 2 years’ experience in a unionized and non‑unionized environment.
  • Experience in Child and Family Services sector preferred.
  • Experience working with Metis and Inuit people.
  • Demonstrated understanding and appreciation of Metis and Inuit culture.
  • Excellent knowledge of employment legislation and labour relations/collective agreements.
  • Strong computer skills in Microsoft Word, Excel, Outlook and HR information systems.
  • Effective written and oral communication, interpersonal skills, strong organizational skills, integrity, sensitivity, professionalism and ability to handle confidential information.
  • Ability to work collaboratively or independently, handle multiple tasks and manage a large volume of work.
  • Valid Manitoba driver’s license and access to a vehicle for travel within the city and to Métis communities.
Duties and Responsibilities
  • Ensure agency‑wide compliance with legislative requirements, collective agreements and agency policies.
  • Conduct research related to employment and labour relations matters.
  • Assist or conduct workplace investigations and discipline meetings as required.
  • Assist or develop job descriptions and performance management systems.
  • Assist in the collection, input and maintenance of information in a human resources information system.
  • Identify and recommend improvements to existing service delivery systems.
  • Other duties as assigned by the Chief Human Resources Officer or the Human Resources Manager within the context of the MCFSA mission, vision, guiding principles and as a strong proponent of customer service and child welfare.
Recruitment and Selection
  • Manage staffing activities, create job advertisements, coordinate and advertise job vacancies.
  • Attend recruitment fairs as requested.
  • Screen and shortlist applicants, review interview questions and coordinate interview schedules; participate as interview panel member and provide input into hiring decisions.
  • Make approved verbal offers to successful candidates.
  • Administer recruitment and selection systems including letters of offer, criminal record, child abuse registry, prior contact checks and other necessary documents.
  • Complete reference checks and compile orientation packages and conduct employee orientations.
  • Develop and maintain recruitment databases; compile recruitment statistics.
  • Contact unsuccessful candidates, prepare correspondence and memoranda for director signatures.
Compensation and Benefits
  • Conduct benefit orientations and benefit training as needed.
  • Process enrollments, changes and terminations of participants in all benefit/RRSP plans and programs.
  • Assist with payroll and benefits administration.
  • Track agency leaves and report monthly.
  • Process department payroll information and respond to finance on payroll questions.
Training and Development
  • Enter training records into database and maintain it.
  • Track implementation of employee performance development plans.
  • Process department payroll information and respond to finance on payroll questions.
  • Schedule participants into training sessions, provide suggestions on courses and source training.
  • Other duties as assigned.
Security and Other Requirements
  • Prior to commencing employment, successful applicant will be required to provide satisfactory results of a Criminal Record Check with Vulnerable Sector Search, a Child Abuse Registry Check, Prior Contact Check, proof of $2 million insurance liability and a driver’s abstract upon hire at their own expense.
  • A valid Manitoba driver’s license and use of a personal vehicle are requisites as travel is required.
