Forbes Bros Ltd. is seeking an experienced Health, Safety and Environment (HSE) Advisor - Work Methods (full-time, permanent) to support our BC Operations, focusing on operational efficiency, safety and productivity in Civil Utility Construction.
The HSE Advisor - Work Methods, under the direction of the Regional HSE Manager will work onsite to provide technical guidance in and support to ensure standardization of work methods, aligning with organizational and client requirements, training and development, training tracking, initial onsite incident investigation/corrective action support, KPI's, SQP support and facilitation.

Key Responsibilities

- Process Analysis and Improvement
- Field Presence & Technical Guidance: Maintain an active presence in field operations, offering technical guidance on powerline and utility construction activities.
- Crew visits
- Pre-Ground disturbance approvals and oversight
- Site documentation (VSL's, Site Observations, Tailboard Audits)
- Identify opportunities for training and development including equipment training
- Assist with PPE Management and enforcement
- Operational Support: Assist in the standardization of work methods and training, ensuring compliance with company and client standards.
- Actively participate in client required training.
- Make it a point to learn and understand client standards and processes so you better support field operations and help tailor training programs and provide mentorship.
- Assist with onboarding of new workers, deliver training, and track completed training following the company programs and processes.
- Hazard Control Management: Proactively identify and mitigate high-risk tasks before execution.
- Familiarize yourself with the company hazard management system.
- Use the documentation and support compliance of the program with the crews and project management.
- Update and review ECP's, SWP's, and SJP's regularly.
- Standardization and Documentation
- Development of Work Execution Methods: Collaborate in formulating templates, safe work practices, and technical procedures for standardized work methods.
- Actively monitor the program and create new documentation keeping with the consistent process for development.
- Training and Development
- Engagement and Improvement: Engage actively with field workers and supervisors, focusing on enhancing safety performance and identifying opportunities for continuous improvement.
- Guidance Provision: Provide expert guidance to field employees and leadership for safe work task execution.
- Training and Competency Verification: Contribute to training program coordination and validate field competency.
- Take an active approach to the LMS, ask questions, enter the system and familiarize yourself with it and how it works.
- Track and monitor training and documentation from start to finish.
- Regulatory Compliance and Risk Management
- Best Practices Adoption: Seek and implement industry's best practices to advance work methods.
- Engage the group when questions arise not only from the field but yourself as well.
- Incident Reporting: Diligently report all incidents, safety concerns, and regulatory involvements to the HSE Regional Manager.
- Take an active approach to incidents, the HSE and WM teams are to work together when it comes to incidents, investigation, assigning corrective actions, follow through, and finalizing reports.
- Injury/Case Management: (As required)
- 1st aids and Workers Comp, and restricted work will be reported and managed by Safety/Work Methods to ensure all reporting is completed. All injuries need to be reported to the HSE Regional Manager.
- All modified work cases will be tracked and monitored on the workers' progression and what work can be completed for the worker. The on-site GF/CM need to be part of the decision of what the worker can do based on the physician's restrictions.
What We Are Looking For
- Minimum three (3) + years of experience as a HS&E practitioner in a civil construction work environment is preferred. Preference given to electrical utility and/or construction experience, is required
- Minimum three (3)years of experience in leadership role, on large scale projects, civil construction, is required
- Proven leadership skills including the ability to lead crews, build consensus, organize, active listener, keen sense of ownership and responsibility with ability to deliver results independently with little direction
- Ability to build and manage a progressive training plan
- Ability to work with clients to achieve desired results
- Diploma or Degree in the field of Occupational Health, Safety and Environment (HSE), or related field is preferred
- Working knowledge of Provincial or State/Federal OH&S regulations
- First Aid/CPR Certified Trainer
- Proficiency in MS Office (Excel, Word, PowerPoint)
- Able and willing to present a current valid Driver's License and an acceptable five (5) year drivers abstract
- Able and willing to frequently travel to field/on-site with work hour flexibility to accommodate project/site schedule
