Duties

Mid-level financial positions exist throughout government departments and involve a broad scope of responsibilities. Duties may include overseeing components of the Estimates cycle such as budget development, strategic planning, and ongoing expenditure oversight; supporting financial management through analysis, monitoring, financial systems administration, and preparation of operational and financial reports; and delivering accounting services including commitments, accruals, cost accounting, audit and review functions, reconciliations, and treasury-related activities. These roles operate within established legislation, policies, and the government’s comptrollership framework to provide informed advice that supports senior leadership and organizational decision-making.

Qualifications

Essential:

  • Relevant post-secondary education including enrollment at the intermediate level of the Chartered Professional Accountant (CPA) Program. An equivalent combination of education and experience may be considered.
  • Operational understanding of accounting standards and demonstrated experience working with accounting principles/concepts and adhering to accounting policies.
  • Experience developing, assessing, and monitoring financial processes and internal controls, and interpreting and applying policies, statutes and legislation, and/or conducting audits or reviews to assess evaluate compliance, make recommendations and improve existing processes and recommend improvements.
  • Experience in financial management within a complex environment including planning, budgeting, forecasting and expenditure control, and/or performing quantitative/qualitative analysis to support evidence‑based decision‑making.
  • In‑depth experience applying accounting treatments in accordance with accepted standards, including researching, assessing, and advising on complex transactions to ensure consistent application of accounting guidelines. (FI4 only)
  • Strong organizational skills with the ability to work independently and manage multiple priorities with conflicting deadlines.
  • Extensive experience in Microsoft Office Suite, particularly MS Excel including manipulating large datasets, using complex formulas, macros, and pivot tables.
  • Strong interpersonal and relationship‑building skills, with the ability to collaborate effectively, influence others, and communicate professionally with staff at all levels, senior leadership, other departments, and external partners.
  • Excellent written communication skills, with the ability to prepare comprehensive analyses, reports, and documents with accuracy and attention to detail.
  • Effective verbal communication skills, including the ability to present information clearly, logically, and appropriately to varied audiences.

Desired:

  • Experience working with SAP financial modules or comparable complex financial management systems to support reporting, analysis, and operational requirements.
  • Experience managing staff, including delivering leadership, coaching, and professional guidance to support employee growth and effective workplace performance. (FI4 only)
Conditions of Employment
  • Must be legally entitled to work in Canada
  • Must possess and maintain a full Class 5 Driver’s Licence without restrictions and have the ability to travel, including overnight stays.
  • Must provide and maintain a satisfactory criminal record check.
