Summary

Bell Canada is seeking a seasoned and results-oriented Data Centre Construction Program Manager to lead and oversee a portfolio of critical data centre construction and upgrade projects. The ideal candidate will possess extensive experience in managing multiple complex construction projects concurrently, ensuring successful delivery on time, within budget, and to the highest quality and safety standards. This role is pivotal in expanding and modernizing Bell's data centre facilities to meet the increasing demands of our services and customers.

Key Responsibilities
  • Program Oversight: Define, plan, and execute a strategic program of data centre construction projects, ensuring alignment with Bell's business objectives and infrastructure roadmap.
  • Multi-Project Management: Successfully manage multiple concurrent construction projects from initiation through to final handover, ensuring all projects meet their defined scope, schedule, and budget requirements.
  • Budget & Financial Control: Develop, manage, and meticulously track project budgets, forecasts, and expenditures. Implement cost-control measures and ensure financial accountability across the program.
  • Schedule & Timeline Management: Create, maintain, and optimize detailed project schedules. Proactively identify critical path activities, potential delays, and implement mitigation strategies to ensure timely project completion.
  • Stakeholder Engagement: Collaborate effectively with a diverse range of internal stakeholders (e.g., Engineering, Operations, IT, Procurement, Legal) and external partners (e.g., General Contractors, Sub-contractors, Vendors, Consultants, Regulatory Bodies).
  • Risk & Issue Resolution: Identify, assess, and manage project risks, issues, and dependencies. Develop and implement robust risk mitigation plans and contingency strategies.
  • Quality Assurance & Compliance: Ensure all construction activities adhere to Bell's quality standards, industry best practices, building codes, safety regulations, and environmental requirements.
  • Contract & Vendor Management: Oversee the selection, negotiation, and management of contracts with vendors and construction partners, ensuring performance, quality, and compliance.
  • Reporting & Communication: Provide clear, concise, and regular progress reports to senior management and key stakeholders on program status, performance, risks, and financial health.
  • Team Leadership: Lead and mentor project teams, fostering a collaborative, high-performance, and safety-conscious work environment.
Critical Qualifications
  • Bachelor's degree in Engineering (Civil, Electrical, Mechanical), Construction Management, Architecture, or a related technical field.
  • Minimum of 4-8 years of progressive experience in construction project management, with a significant focus on data centre facilities or other mission-critical infrastructure projects.
  • Demonstrated success in managing multiple large-scale construction projects simultaneously, with a strong portfolio of completed projects.
  • Proven experience in budget management, financial forecasting, and cost control for capital projects exceeding $10M.
  • Solid understanding of data centre design principles, construction methodologies, and critical infrastructure systems (e.g., power, cooling, fire suppression, network cabling).
  • Experience with contract negotiation, administration, and vendor management.
  • Familiarity with relevant building codes, safety legislation (e.g., OHS), and environmental regulations.
  • PMP (Project Management Professional) certification or equivalent is highly desirable.

  • Strong analytical, problem-solving, and decision-making capabilities.
  • Excellent verbal and written communication skills.
  • Proficiency in project management software (e.g., MS Project) and standard office productivity suites.

  • Ability to thrive in a fast-paced, dynamic environment and manage competing priorities.
Additional Information

Adequate knowledge of French is required for positions in Quebec.
