The salary range for this position is CAD $38.12 per hour to CAD $45.97 per hour.
Summary

We are looking for a Communications & Engagement Specialist Major Capital Projects to play a key role in supporting major capital projects that will transform the future of health service delivery at Providence Health Care.
In this dynamic role you’ll work closely with the Communications Team supporting projects such as the New St. Pauls Hospital Project, the Clinical Support and Research Centre (CSRC) Project and the St. Vincents Heather Long Term Care Project. The Communications & Engagement Specialist will lead the development of compelling communications, facilitate engagement and use their technical skills to create short‑form video content to highlight project updates. Heres What Youll Do
- Develop, implement and evaluate project communications and engagement strategies, plans and materials to create awareness and promote a positive profile for PHC’s major capital projects.
- Develop, write, design and edit communications materials including newsletters, community stories, website content, presentations, surveys, memos, reports, speaking notes, social media messaging and short‑form video content.
- Facilitate partnerships and focus groups to develop innovative solutions to emerging issues.
- Proactively promote and increase awareness, understanding and support for projects among internal and external audiences including staff physicians, researchers, government health authorities, community organisations and other parties with a vested interest.
- Coordinate meetings and working groups to support information exchange on project objectives, initiatives, progress, feedback, concerns and questions.
- Keep the Project Director, VP of Public Affairs/Communications and PHC Communications and Public Affairs department informed of day‑to‑day project communications and concerns.
Heres What Youll Need
- Bachelor’s Degree in Journalism, Communications or a related discipline such as Marketing, English or Digital Communications plus 3 to 5 years of experience in a progressive communications role.
- Strong design and editing skills for creating polished visuals and social media content.
- Demonstrated experience creating short‑form video content for engaging audiences on social platforms and other channels.
- Ability to navigate complex working groups with competing priorities by developing communications and engagement strategies that balance diverse interests.
- Knowledge of public‑sector major capital or large‑scale projects is an asset.
- Experience facilitating group discussions and navigating complex conversations with multiple parties with a vested interest is an asset.

What You Bring
- Bachelor’s Degree in Journalism, Communications or a related discipline such as Marketing, English or Digital Communications plus 3 to 5 years of experience in a progressive communications role.
- Experience in public affairs, community relations or stakeholder engagement leadership roles is also desirable. A certificate in Foundations in Public Participation from the International Association for Public Participation or similar would be considered an asset.
Candidates with experience in the following areas will be given preference:
- Development of communications and engagement strategies targeting multi‑disciplinary internal and external stakeholders, especially related to capital infrastructure projects in a municipal or provincial government, Crown Corporation or health authority environment.
- Experience with large, complex projects and related issues.
Skills and Abilities
Superior journalistic and business writing/communication skills, especially the ability to write, edit and proofread creative and compelling copy for a variety of applications such as electronic newsletters, print publications and social media.
Proven experience in developing and executing strategic and tactical communications plans.
A proven storyteller who can plan, create and implement a broad range of digital and non‑digital communications tactics to support and promote project goals.
Demonstrated ability to work in a project‑based environment, handle multiple and concurrent priorities and regularly report on project status.
Proficient in Microsoft Office; experience with Adobe Creative Suite is an asset.
Collaborative, team‑focused, self‑sufficient and self‑motivated.
Able to translate technical or complex information into easily understood messaging.
Experience with issues management, recognising emerging issues and opportunities, developing responses and handling confidential and sensitive issues with tact, diplomacy and composure.

Your Day to Day
- Act as a key member of the project management team, developing, managing and implementing positive and proactive internal and external project communications and engagement strategies.
- Develop communications and engagement goals, objectives, guidelines, strategies and key messaging for the project, ensuring quality, consistency and best‑practice incorporation, and track project milestones and evaluate the impact of communications and engagement strategies against measurable objectives.
- Research, oversee, develop, produce and disseminate a broad range of project communications products and tools (such as web and social media content, brochures, posters, presentations, backgrounders, fact sheets, speeches, briefing notes, FAQs, advertisements and other communications materials) to streamline delivery to various target audiences.
- Coordinate the development and production of communications and consultation materials, ensuring overall quality, consistency and effectiveness of complex communications materials.
- Collaborate with PHC Communications and Public Affairs team members and, through them, the Ministry of Health and Vancouver Coastal Health to highlight project accomplishments, share information and ensure alignment with PHC communication direction, policies, and strategies.
- Support engagement and consultation with key internal/external stakeholders using a variety of best‑practice engagement techniques such as forums, workshops, open houses, online consultation, charrettes, advisory groups and other methods.
- Coordinate, attend and participate in public information, community and stakeholder meetings and events, including event planning, facilitation, note‑taking, event set‑up and follow‑up with stakeholders as required.
- Oversee the summary of input received through various engagement mechanisms, analyse feedback, develop consultation summary reports and manage the dissemination of key findings and reports with key groups.
- Promote and increase awareness, understanding and support among key internal and external audiences, such as various levels of government, other health authorities, Indigenous communities, community service groups and other constituents.
- Liaise with internal and external audiences to develop a broad understanding of important issues, challenges and strategic directions, foster open dialogue, and communicate key messages clearly and concisely.
- Regularly keep the Project Director, VP of Public Affairs/Communications and PHC Communications and Public Affairs apprised of concerns and issues raised through the engagement mechanisms.
- Facilitate the ongoing exchange of often‑sensitive information and address topics such as project objectives, initiatives, progress, performance and feedback. Support public and staff inquiries concerning project communications by tracking and responding to inquiries, concerns and responses.
- Work cross‑functionally with the PHC Communications & Public Affairs team, key leaders and content experts to monitor, identify and manage issues, assess potential conflict, prepare appropriate strategies and responses to manage issues and enhance project reputation and determine content and delivery methods.
- Respond to or develop action plans for crisis situations in alignment with PHC Communications and Public Affairs policies, procedures, standards and practices.
- Refer all media inquiries to the PHC VP of Public Affairs/Communications and provide background and support for proactive media relations events, initiatives and presentations.
- Help create and manage social media and digital strategies for capital projects in alignment with PHC’s comprehensive digital media strategy.
- Manage social media and website channels for the project that target multiple constituents and stakeholders.
- Update capital project websites to ensure they are up‑to‑date, informative and serve as key information access points.
- Support fundraising activities in partnership with the St. Pauls Foundation.
- Maintain awareness of new developments and trends in communications and public engagement through literature review, peer contact, industry advisor groups, professional associations and attendance at seminars, workshops and educational programs as required.
- Share knowledge with team members and others internal and external to the organisation for communication, high‑performance teamwork and continual quality improvement to support an innovative culture and learning organisation.
