Job Description
Position Purpose summary: The Camp Property Manager provides for the efficient and effective use of all the property and infrastructure of Pine Lake Camp. In consultation with the Divisional Youth Secretary and Divisional Camping Ministries Director, this position will provide oversight for the day-to-day operation of the resources and donations that are necessary for program requirements.
Accountabilities
Property Management – Buildings
- Implements and revises, as necessary, a service manual for facilities management. This includes policies and procedures for all facilities management functions.
- Negotiates contracts for approval by administration (i.e., HVAC, water treatment, electrical, major renovations, new construction).
- Sources and oversees contracts and service providers for functions such as security, alarms, pest control, etc.
- Ensures that basic facilities are well-maintained and conducts proactive maintenance, deals with emergencies as they arise.
- Ensures facilities meet compliance standards and government regulations.
- Plans by forecasting the facility’s upcoming needs and requirements.
- Ensures work is completed by external trades, contractors, and service providers is undertaken in accordance with approved quotations, including completing inspection reports and follow-up responses to noted deficiencies.
Property Management - Equipment/Inventory
- Prepares and maintains a comprehensive equipment inventory, showing date of purchase, replacement cost/value for insurance purposes.
- Monitors the inventory of tools and equipment and ensures that it is kept current; ensures that the annual inventory check is conducted.
- Purchases necessary supplies for site and building maintenance.
- Identifies professionals and tradespeople to perform work/services.
- Prepares and maintains records of all repairs/replacements.
- Ensures daily monitoring of all buildings is carried out to ensure proper function.
- In consultation with the Divisional Youth Secretary and Divisional Camping Ministries Director, develops a comprehensive maintenance plan for all buildings, equipment, vehicles, furnishings, and general property.
- In consultation with the Divisional Youth Secretary and Divisional Camping Ministries Director identifies and prepares a report of all maintenance requirements, obtaining estimates and prioritizing each item for approval.
Supervisory & Administrative Duties
- Responsible with the Camp Management Team in carrying out the strategic plan and achieving the vision for the camp.
- Promotes and supports the mission, vision, goals and purpose of The Salvation Army and Pine Lake Camp (PLC).
- Oversees the day-to-day operation of PLC, including identifying and resolving potential risk situations, ensuring the protection, security and peaceful enjoyment of PLC property.
- In consultation with the Divisional Youth Secretary and Divisional Camping Ministries Director, develops and implements operational plans for both maintenance and janitorial, including benchmarks for services and preventative scheduling for the structures, mechanical, vehicles, security systems, pool, alarm systems, kitchen facilities, etc.
- Ensures that PLC consistently strives to provide guests with a high level of service and overall value.
- In consultation with the Divisional Youth Secretary and Divisional Camping Ministries Director, identifies, develops and implements improved methods of operating an effective and efficient camp.
- In consultation with the Divisional Youth Administrative Coordinator and Divisional Camping Ministries Director, ensures that the accreditation requirements of The Salvation Army, the Alberta Camping Association and the Christian Camping Association are consistently met including any government regulations and laws.
- Ensures all requisitions for purchases, services, etc. are processed according to established procedures.
- In consultation with the Camp Management Team, hires, orientates, trains, evaluates, recognizes and recommends disciplinary actions including termination in concert with Territorial/Divisional standards.
- May direct and supervise volunteers.
- Ensures direct reports complete the mandatory training and e-learnings within the set time frame and constantly review the skills and competencies of staff to adequately meet the requirements of the job.
- Responsible for administrative duties which include documentation, tracking statistics and assisting other program staff/volunteers as needed.
- Maintains confidentiality and keeps accurate files and statistical records.
Health & Safety
- In consultation with the Camp Management Team, conducts risk assessments as required; recommends and implements preventive measures.
- In consultation with the Camp Management Team, maintains, reviews, and implements fire, emergency, safety and security procedures and communicates the plans to staff, rental groups and RV Park patrons so that the plans are known and understood.
- In consultation with the Camp Management Team, implements appropriate safety and security procedures as necessary.
Other related duties as assigned.
Working Conditions
- This is a regular, full-time position at 40 hours per week.
- On call 24/7 to look after problems seen and unforeseen as they arise.
- Flexible work schedule to accommodate different types of programming and emergencies.
- Able to lift equipment/items up to 35 lbs.
- May need to work in unfavorable conditions (adverse weather) to maintain facilities year-round.
Education And Experience Qualifications
Education, Qualifications and Certifications:
- Completion of a formal post-secondary program of two academic years. Diploma/Certificate in Business Administration, Property Management, Building Maintenance, or related area an asset but not required.
- Alternative combinations of education and experience may be considered.
- First Aid & CPR. (Can be completed after hire)
- WHMIS certifications and safety courses/training would be an asset.
Experience And Skilled Knowledge Requirements
- Three (3) years of experience in property management.
- Related experience, general carpentry and repairs (e.g., electrical and plumbing), building systems, fire safety, and water treatment systems.
- Sound working knowledge of building codes and regulations, health and safety standards and fire and emergency procedures
- Proficient in Microsoft Office and ability to use/search on the Internet.
- Proficient in administration and file management procedures.

Compensation
The target hiring range for this position is $54,814.39 to $68,517.99 with a maximum of $82,221.59.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
