Business Intelligence Specialist – Senior
Location: Toronto, ON (Onsite)
Duration: 250 Business Days
Responsibilities
- Supports Client’s wide-ranging business information requirements, implementing and supporting business intelligence software solutions
- Develops and supports customized query applications which analyze key business data
- Develops and supports guided analysis and drill-down functionality, routine scheduling and notification of report generation, and effective implementation of “opportunity” and “key-trend” alerts.
- Provides Clients with approach options and tools for managing business-related data in a manner that assists in quantitative analysis of progress and the relationship between operational actions and their effect on business objectives.
General Skills
- Experience with analyzing data in source systems to identify data cleanliness issues (e.g. missing values, duplicate meanings, and invalid data)
- Experience with developing feedback processes to fix corrupt data in the source systems
- Experience with developing data extraction, transformation, and load programs (daily and initial load) functionality on a wide-range of data repositories (relational and multi-dimensional data stores)
- Experience with developing, implementing and maintaining schedule/dependency logic for Extract Transform Load (ETL) scripts
- Experience with developing monitoring and error notification processes to ensure data is updated as designed
- Experience with developing automation extraction, cleansing and load scripts
- Experience generating research models and reports (scheduled and ad-hoc)
- Proven troubleshooting and analytical experience
- Experience in process decomposition/mapping and business process re-engineering and complex data models using UML.
- Experience in the use of development tools and business re-engineering software
- Experience in developing enterprise architecture deliverables (e.g. business, logical, and physical models) based on Enterprise Application Processes and Modeling methodology and guidelines
Desirable Skills
- Knowledge and experience in developing data analysis applications
- Knowledge and understanding of Information Management principles, concepts, policies and practices
- Ability to provide expert advice in developing and integrating process and information models to enable identifying and eliminating redundant business processes.
- Experience with developing monitoring and error notification processes to ensure data is updated as designed
- Hands-on experience working with stakeholders to develop and document interface specifications design between Business Intelligence solutions and external applications
- Extensive experience with conceptual, logical and physical data modelling tools like Power Designer, and Visio.
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
Key Deliverables
- To support, influence and impact the use of analytics and strategy for analytics across the enterprise.
- To help develop and support the use of the Analytics, tools, and best practices across the enterprise.
- Provide consulting services to ministry business partners regarding their information consumption and analytical needs.
- Participate in the creation of detailed plans and accurate estimates towards development, testing, and implementation of the project or program.
- Contribute to successful project completion by identifying risks and developing/recommending mitigation strategies.
- Participate in Proof of Concept or Proof of Technology projects.
- The resource will also support CSC release and infrastructure solutions support sustainment activities, urgent priorities, changing needs, or time-sensitive infrastructure upgrades, or other sustainment activities supporting any CSC platforms overseen by the Cluster where annual work is required.
Provide Expertise & Training to Business Users
- To help develop proposals and feasibility studies for small to medium projects. Conduct technology research, evaluate Analytics tools and produce strategy/direction papers.
- Provide advice and guidance in the areas of advanced statistical modelling, econometrics tools and techniques.
- Provide planning advice to the project team on the use of data and building capacity within the Ministry on performing advanced analytics and data analysis.
- Provide direction on the statistical relevance of data to the project team
Scope
The consultants must have a minimum of 10+ years of the following skills and experience:
Skills and Experience
- Experience working and communicating directly with business stakeholders; being able to provide guidance and advice to ensure the successful delivery of projects within the required timelines.
- Experience in working with and analyzing large and diverse data sets, identifying relationships and themes suitable for future policy development concerning post secondary education and training.
- Strong knowledge of design, development, and implementation experience utilizing Analytics technologies involving the use of administrative postsecondary data.
- Knowledge of Statistics and modelling techniques such as econometrics, theory of Probability and Statistics - inference based on survey data, confidence intervals, regression models - multinomial linear, logistic, ridge, machine learning algorithms - training, model evaluation, hyper_parameters search techniques.
- Knowledge of advanced data visualization tools and techniques. Knowledge of statistics and analytical tools such as R/SAS/SPSS Expert documentation skills.
- Knowledge of BI technologies such as R Shiny, Power BI, Tableau.
- Strong interpersonal and communication skills (both written and oral); ability to communicate with people in a wide variety of areas and at various levels from technical specialists to senior management.

- Experience designing high quality interfaces to present information in a meaningful way to end users
- Broad understanding of data management, financial and business analysis, database architecture, and information visualization

Experience and Skill Set Requirements
Core Skills
- Demonstrated experience with database design (SQL Server, Oracle)
- Experience developing BI and analytics Roadmaps for clients (e.g. Microsoft BI)
- Working knowledge of advanced data visualization tools and techniques (statistical graphics, plots, information graphics). Some tools that would be of interest are Rshiny, Google Analytics, Tableau and Power BI
- Demonstrated experience with data preparation and scripting tools (such as OpenRefine, Python and DAX)
- Demonstrated experience with a range of analytical methods, techniques and tools: statistical analysis and modelling, data mining, machine learning and algorithms, natural language processing, business performance management, benchmarking text mining, predicative/prescriptive analysis and other related disciplines
