Job Description

ADGA is seeking a Bilingual Recruiter to join our team! In this role, you will play a key part in identifying, engaging, and placing top talent in support of a diverse portfolio of active Canadian Federal Government contracts. Working closely with hiring managers, internal stakeholders, and clients, you will help deliver high-quality recruitment outcomes in a dynamic, deadline-driven environment.

The ideal candidate brings hands-on recruiting experience within Information Technology, Security, and/or Defence, along with a strong understanding of Canadian Federal Government contracting. You are familiar with federal requirements such as security clearances, resource grids, and contracting vehicles, and thrive in the fast-paced nature of government-funded projects.

  • Lead full-cycle recruitment for roles supporting ADGA’s contracts including:
    • Leading intake discussion with the hiring manager/team;
    • Create role descriptions and post jobs
    • Sourcing through internal ATS (SmartRecruiter), job boards, networking, referrals, and other channels
    • Screen, interview, and assess candidates for technical, functional, and cultural fit
    • Arrange for hiring manager/team interviews
    • Conduct salary/rate negotiation of with employees and consultants
    • Extend conditional and formal offers to selected candidates
  • Understand and recruit against contractual labor categories, mandatory criteria, and bid requirements
  • Confirm candidate qualifications against the required labor category (if necessary)
  • Work closely with successful candidates to write up matrices/grids for formal submission. Collaborate with proposal team on final versions.
  • Develop and maintain talent pipelines for recurring requirements
  • Partner with business development and delivery teams during proposal and contract award phases
  • Maintain accurate documentation and keep systems up to date to support audits, compliance, and reporting
  • Build long-term relationships with candidates in the Ottawa federal market
  • Represents ADGA at trade shows and exhibitions
Qualifications
  • 2+ years of recruitment experience, with direct exposure to Federal Government contracting
  • 2+ years of experience recruiting IT, security, Defence, professional services, or consulting roles
  • Strong understanding of Canadian federal procurement and staffing processes
  • Experience recruiting for roles requiring Reliability, Secret, or Top-Secret and above clearances.
  • Familiarity with common federal contract vehicles and standing offers
  • Excellent communication, organization, and stakeholder management skills
  • Ability to manage multiple priorities in a deadline-driven environment
  • Bilingual, English and French.
Additional Information
  • Must be able to obtain and maintain a Government Secret Clearance
  • Must be able to go onsite as needed in the Ottawa area
