Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and nutrition.

Job Summary

The Program Officer II (PO) is primarily responsible for providing programmatic, operations, and administrative support to the EpiC project, including a portfolio of 2 - 5 countries. They will work with select country teams and EpiC HQ and global staff to ensure the smooth setup, implementation and operation of country programs, and ensure ongoing monitoring and reporting on country programs.

The following standard job functions apply: provides aid and support to project, programs and/or portfolios; collects, compiles, and analyzes information relevant to projects; assists with project implementation; ensures project activities are on track with work plans and that technical expertise informs project implementation; gathers information to assist with project activities; provides project support, in addition to communication efforts related to project management and execution; ensures compliance with internal and external regulations; may monitor budget for projects and maintain monitoring system for reviewing project status; ensures completion of project while adhering to budget, scope, and schedule requirements; develops/reviews work plans, prepares presentations, and supports other related project objectives and deliverables; EpiC POs also provide extensive support on subaward management, including developing and reviewing subaward packages, supporting subaward monitoring, modifications, and close-out process.

Note: FHI 360 anticipates hiring up to seven (7) Program Officers in support of the EpiC project, including one (1) based in Thailand. Other POs can be based globally where FHI 360 is registered, with a preference for individuals based in the United States.

Accountabilities
  • Provides support to project management, delivers presentations, leads meetings, takes meeting notes.

  • Reviews purchase orders in the finance system of record (HQ only).

  • Leads assigned project tasks and oversees task completion.

  • Coordinates the provision of technical and management support to established country programs, including recruitment, interviewing, and development of scopes of work and RFA/RFQ/RFPs.

  • Researches and provides input for project design by supporting other team members.

  • Synthesizes existing information and data into an overarching summary of progress on key project activities, including for project reports and other deliverables.

  • Tracks trends in the project area and collects more sophisticated data. May contribute to project budget development.

  • May conduct new hire onboarding on department procedures and administrative processes.

  • Participates in external events related to projects and/or technical areas. May serve as a mentor to other team members.

  • Maintains and updates project tracking sheets for deliverables, contracts, and accruals, as well as maintains project files; assists in ensuring document management site is used appropriately by project team.

  • Liaises with the funder by supporting administrative tasks and assisting with the coordination of the contracting process; serves as the contact regarding administrative task assignments.

  • Reads and interprets budget to understand tracking and suggests budget items/approach for tasks.

  • Reviews expense reports and invoices prior to management approval.

  • Drafts and reviews sub-award packages before submission for approval; contributes to subawards monitoring, develops sub-award packages modifications and participates in close-out process.

  • Liaises with subcontractors; facilitates partner/sub-award communication related to task completion and planning.

Education
  • Bachelor's Degree or International Equivalent in Health, Nutrition, Social Science or related fields.

  • Project management certification preferred.

Experience
  • 4+ years of relevant experience with project management principles and practices.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • International or domestic (US) program development or program management experience in health projects preferred.

  • Professional proficiency in French or Spanish strongly preferred for some positions.

  • Typical office environment.

  • Ability to spend long hours looking at a computer screen and performing repetitive tasks.

  • Ability to sit and stand for extended periods; able to lift/move up to 5 lbs.

Travel Requirements
  • 10% - 25% travel expected.

The US-based hiring salary range is USD 64,000 - 76,000 annually. The range varies by location and reflects national averages. Base salary is one component of the offer; additional benefits apply.
