A. The challenge and context
The World Bank Group serves 33 client countries in Latin America and the Caribbean Region (LCR). The region faces challenges such as low growth, low productivity, and job quality issues. The World Bank Group supports infrastructure investment, skills development, and policy environments to promote sustainable growth and job creation.
Country Unit and Position Context
The WB has 53 active projects in Brazil, totaling $9.2 billion in commitment. In FY25, IBRD approved 16 operations totaling US$3.86 billion. In the first half of FY26, seven projects were approved, adding US$2.07 billion in new commitments. Brazil’s GDP growth and macro conditions are described for context.
Role & Responsibilities
The Country Management Unit (CMU) is looking for an energetic, high-performing candidate with substantial operational experience for an Operations Analyst assignment in the Brasilia Office. The candidate should be adaptable and flexible with the ability to take on strategic and operational assignments as the need arises.
The Operations Analyst will work in close collaboration with the Country Director, the Operations Manager, and other CMU management and country teams on all aspects of the work program to ensure strategic focus, integration, and consistency across and within the portfolio and pipeline. The Analyst is expected to have strong analytical skills (quantitative and qualitative) to conduct research, analyze operational issues, prepare briefings, and develop proposals. The role involves working closely with clients across sectors, deepening engagement, responding to client requests, and supporting problem-solving. The selected candidate will be required to work in presence at the World Bank Brasilia office.
Key tasks
- Country Strategy, Planning, and Program Management
- Support the design and implementation of Country Engagement products (CPF, PLR, SCD, Policy Notes, etc.), and assess strategic and thematic issues in relation to broader country developments and the WBG’s Jobs agenda and the 3-5-7 approach.
- Provide data and analytical input to inform strategic activities, including the operations management strategy and the Region’s MoU.
- Prepare briefing notes for management and contribute to reports.
- Assist in country program management, including business planning, work program preparation, WPA budget allocation, and monitoring of work program and budget implementation.
- Contribute to quarterly reviews, progress reporting, and responses to corporate and regional requests.
- Participate in client dialogue with the Brazilian government to deepen dialogue on the Bank’s strategic and operational work in Brazil.
- Support to Pipeline, Portfolio management and program Implementation
- Analyze and monitor portfolio, pipeline, and operational performance as part of the operations team.
- Serve as liaison and coordination point for extended country teams on operational questions; provide guidance on priorities and strategies; foster cross-sectoral cooperation.
- Ensure compliance with corporate priorities (Paris alignment, climate co-benefits, gender tag, MFD and PCE, citizen engagement) and align with the Corporate Scorecard; act as focal point for operational teams.
- Prepare regular portfolio analysis using MS Office, standard reports, Operations Workspace, Power BI, and other tools.
- Support task teams by providing strategic input for agendas and meetings with government counterparts.
- Support Portfolio Management by organizing portfolio reviews, CPPRs, portfolio monitoring reports, and follow-up on review recommendations.
- Respond to ad hoc information requests from internal and external parties.
- Keep up-to-date information on projects and results to prepare materials for senior management and external communications.
- Travel within Brazil as needed to support country and operational teams in portfolio management.
- Provide client support on operational processes and portfolio/pipeline planning; respond to client requests.
- Cross-support to task teams and participate in missions, guiding implementation and internal processes.
- Advise and support the OM on strategic and operational issues.
- Knowledge Program Monitoring
- Monitor knowledge program delivery with OM, Senior Operations Officer, and TTLs to ensure quality, timeliness, and impact; take corrective action as needed.
- Participate in review meetings and advise on consistency with country programs and quality assurance.
- Trust Fund Monitoring
- Ensure processing and quality of new TF proposals; monitor LC5 TF program implementation with OM and task teams; take corrective action as needed.
- Participate in review meetings and advise on TF activities’ alignment with country programs and quality assurance.
- CMU Support
- Prepare notes, briefings, and other communications for clients; assist business planning and work program preparation, budgeting, monitoring, and quarterly reviews with OM and RM.
- Support high-level visits to the country and South-South exchanges as required; assist CMU in responding to corporate requests and engage in stakeholder activities.
- Support CMU internally in office management and externally in stakeholder engagement.
- Client and Stakeholder Relations
- Contribute to country office outreach materials requiring operational input; interact with client representatives; lead knowledge sharing on operational matters; act as focal point for stakeholders.
Selection Criteria
- Master’s degree in Economics or related field; 2+ years of relevant operational experience with the World Bank or comparable institution (public and private experience preferred).
- Understanding of Brazil’s country context, political economy, and client needs.
- Strong analytical, quantitative, and qualitative skills; ability to identify issues, present findings, and contribute to resolution of sector and country issues.
- Familiarity with operations issues and links to sectoral policies; ability to focus on key issues while seeing the big picture.
- Independent thinking, political sensitivity, mature judgement; client-oriented with ability to deliver timely, high-quality products in English and Portuguese.
- Advanced computer skills for operational analysis (spreadsheets, databases, graphics); knowledge of statistical software is a plus.
- Excellent written and oral communications in English and Portuguese.
- Ability to manage multiple issues concurrently, prioritize, and meet deadlines.
- Strategic thinking with ability to design and implement strategies, projects, and advisory work.
- Strong understanding of World Bank operational policies, processes, and trust fund operations; ability to work well with teams and stakeholders.
