JOB TITLE: OSH / Road Safety Specialist

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP has the opportunity and the obligation to leverage data and technology to better ensure the environments where team members live and work are adhering to Occupational Safety and Health March 2015 the High-Level Committee on Management (HLCM) approved the occupational Safety and Health (OSH) Framework United Nations Common System. This Framework gives effect to the request of the UN HLCM for developing OSH Policy in the UN System while describing common principles for an Occupational Safety and Health (OSH)management system and facilitating the adoption of an OSH system across the UN Agencies Programmes and Funds.
WFP is committed to implementing an OSH Risk Management System across all WFP operations with the main objectives of:
reducing the incidence of work-related injuries and ill-health and to limit their severity and impact;
improving the physical andmental well-being of staff members;
establishing defined workplace safety and health rights responsibilities and duties;
establishing and updating when necessary occupational safety and health standards and guidance;
providing an accurate representation of workplace incidents injuries and illnesses;
integrating safety health and well-being considerations into organizational processes and decision-
making;
ensuring that staff receive training and support related to workplace safety health and well -being.
Due to the nature of WFP activities Road Safety is categorized as one of the most significant occupational
safety hazards withinWFP operations and a fundamental component of Duty of Care. Therefore Road Safety plays a key role in the WFP Occupational Safety and Health (OSH) Framework.
With over 3000 passenger vehicles and 5000 trucks on the roads every day road crashes are still causing
tragic losses to WFPs personnel and other road users. WFPs continued commitment to road safety rests at the core of its ability to save lives and to build a pathway to peace prosperity and stability.
As part of the OSH Management System global implementation WFP seeks to define in a holistic manner the activities that demonstrably reduce and minimise or otherwise contribute to reduction of work-related road safety incidents.
The OSH / Road Safety Specialist will have a key role during the OSH Management System worldwide implementation as WFP works to reduce and minimize work-related road traffic incidents through improved and preventative communication training and by applying all the elements of the OSHmanagement system as reporting fact-finding processes and risk assessments to the Road Safety management.
This position will report directly to the Director Management Services and will be responsible for the following:
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Under the OSH Framework develop a holistic definition of road safety and work-related road safety for use in the humanitarian and development context taking into consideration the many ground transport modalities: duty driving & passenger vehicles; commute & personal vehicles; WFP trucks; use of public transport taxis rental vehicles / drivers; car-pooling with other UN vehicles / drivers; use of motorcycles rickshaws & bicycles; pedestrians as road users etc.
2. Map and review the current WFP Road Safety policies guidance activities and stakeholders relating to road safety in general and to occupational road safety within the OSH framework in particular; assess their adequacy and alignment with the UN resolution Decade of Action for Road Safety 2021- 2030 and other relevant strategies and policies;
3. Evaluate the way in which WFP currently collects and analyses road safety data and uses road incident information; propose a strategy for improvement; partner with ongoing initiatives to provide technical input to identify and analyze WFP related road-user transport trends and road infrastructure and to establish organization-wide baselines; make proposals for improvement as appropriate.
4. Develop a Theory of Change (incl. correlations and causalities) and a subsequent log-frame to describe howWFP can reduce occupational related road injuries/illnesses whether involving driving or other road-using including how the success of such activities is meaningfully measured on country regional and HQ levels (KPIs) to enable taking of recovery action as may be needed.
5. Using the already developed OSH SOPs guidelines and tools provide advice and guidance related to management and employees in carrying out road crashes reporting and related fact-finding processes follow up on CA/PA/OI implementation risk assessments record keeping and competence development; taking an active role in all serious incident investigations to identify root causes and recommend corrective and preventive actions to prevent recurrence.
6. Assess how the increased outsourcing of transportation and shift towards car-pooling within UN family contributes to WFPs work-related road safety record; make recommendations for improvement and monitoring as appropriate.
7. Under the umbrella of the OSH Management System and Framework based on global trends and best practices relevant for the humanitarian context and understanding the current state of WFP road safety related activities recommend cost effective prioritised measures and provide information and analyses towards the development of enhanced strategies and activities related to road-user transport safety in consultation with invested stakeholders (Fleet Centre Supply Chain Security Wellness Mobility Team amongst others).
8. Contribute to the establishment of a cross-functional cooperative related to road-user safety.
9. Aligned with OSH Management System policies SOPs technical guidance and support documents structure prepare technical guidelines that collates WFPs road-user safety and health practices; contribute to the preparation of SOPs as needed.
10. Support the development of activities for global capacity building related to road-user safety practices for all staff including staff who drive also to/at/from work including truck drivers (own/contracted) drivers of outsourced transport providers or other UN agencies (carpooling) and non-driver road users.
11. Review evaluate and analyze workplaces as well as make context appropriate proposals for designing programs and procedures to control eliminate and prevent road-use injury to employees in consultation with WFP SMEs in the area of work.
12. Conduct in-country assessments and respond to road safety incident/FFP as required preparing respective reports through the OSH platform and providing post-mission reports and recommendations.
13. This position will require frequent travel to WFP field locations sometimes with short notice to conduct road safety assessments fact-finding processes provide/assist in trainings.
14. Coordinated the Management Services Fleet Centre Driver Training and Fleet Management trainings.
DELIVERABLES AT THE END OF THE CONTRACT:
WFP benchmark for road-use safety consisting of a comprehensive assessment and analysis of
current WFP road-use.
Road Safety Strategy approved and implementable KPIs.
Established learning and development material.
Communication material for global road-use awareness raising
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree ideally in engineering (Transport/Mechanical) with specialization in Road Safety and/or Occupational Health and Safety or related fields. University degree with specialized experience on transport sector in similar organization/s may be considered in lieu of a masters degree.
Excellent written and spoken communication skills in English.
Experience:
A minimum of 12 years of experience in transport safety work including in developing countries.
Five years of experience as a team member of technical assistance teams designing and/or implementing projects.
Proven experience in working with global Occupational Safety and Health implementation including experience in Road Safety/OSH incident/accident investigation process using a wide range of incident analysis methods.
Deep knowledge of ISO 45001 ISO 39001 OHSAS 18001 as well as relevant international standards.
Ability to lead actions during specification development and implementation of road-user safety policies and procedures.
Experience in developing and providing topic-relevant trainings to a variety of audiences.
Experience in working in a fast-paced and demanding environment.
Knowledge & Skills:
Regularly shares knowledge on new international best practice trends in comparator situations.
Proactively applies relevant international best practices to own work
Proven ability to easily interact with people and help them raising awareness around OSH and evolve to the Road Safety excellence by adopting international best practice and explaining the situational relevance and benefits.
Helps colleagues work effectively with clients in different contexts and from diverse backgrounds and country situations.
Adapts own approach and style when interacting with stakeholders as opposed torequiring them to adapt.
Draws upon international best practice in exploring solutions.
Results driven and self-motivated person. Ability to meet goals and stakeholderexpectations. Inherent to this is the ability tomake decisions that lead to high-quality results by applying technical knowledge analysing problems.
Comfortable in an international environment with a very diverse workforce.
Languages:
Fluency in written and oral communication in English B-level knowledge of another UN language is a strong asset.
