We are seeking a seasoned Testing and Commissioning Manager with a minimum of 15 years of experience in large‑scale infrastructure projects, particularly in the rail and transit sector. The ideal candidate will have substantial experience working in the Middle East, with a proven track record of managing complex testing and commissioning activities across multidisciplinary systems.

Responsibilities
  • Lead and manage the end‑to‑end testing and commissioning process for rail systems including signalling, communications, rolling stock, power supply, and track systems.
  • Develop and implement commissioning strategies, plans, and schedules in alignment with project timelines and contractual requirements.
  • Coordinate with design, construction, and operations teams to ensure seamless integration and readiness of systems.
  • Oversee system integration testing, static and dynamic testing, trial running, and handover procedures.
  • Ensure compliance with international standards, local regulations, and safety requirements.
  • Manage third‑party testing agencies and interface with client representatives and regulatory authorities.
  • Prepare and review technical documentation including test procedures, reports, and certifications.
  • Identify risks and implement mitigation strategies to ensure successful commissioning outcomes.
  • Lead and mentor a team of engineers and technicians, fostering a culture of safety, quality, and performance.
Requirements
  • Bachelor’s degree in Electrical, Mechanical, or Systems Engineering (Master’s preferred).
  • Minimum 15 years of relevant experience in testing and commissioning, with at least 5 years in a managerial role.
  • Extensive experience in railway projects, including metro, light rail, or high‑speed rail.
  • Prior experience in Middle East projects is highly desirable.
  • Strong knowledge of railway systems and subsystems, including signalling (CBTC, ETCS), SCADA, and rolling stock.
  • Excellent leadership, communication, and stakeholder management skills.
  • Familiarity with international standards such as EN, IEC, and ISO.
Preferred Attributes
  • PMP or similar project management certification.
  • Experience with digital tools and platforms for commissioning management.
  • Multilingual capabilities, especially Arabic, are a plus.
