Job summary

A leading contracting company in Dubai seeks a Procurement Engineer to provide technical support for civil and structural works. The role demands at least 5–10 years of UAE experience in procurement, with a strong understanding of local regulations and project specifications. Responsibilities include reviewing tender documents, conducting bid evaluations, and ensuring compliance with UAE standards. Ideal candidates will have excellent communication skills, be proficient in MS Office, and possess the ability to manage multiple tenders under pressure.

Qualifications

  • Minimum 5 years of UAE experience in procurement, engineering, or technical tendering.
  • Proven experience in civil and structural works procurement.
  • Strong ability to read and interpret civil drawings and specifications.
  • Familiarity with UAE construction standards and project specifications.

Responsibilities

  • Provide technical support throughout the procurement cycle.
  • Review IFC drawings, specifications, BOQs for clarity.
  • Prepare technical sections of RFQs and ITTs.

Job description
  • Provide technical support to the Procurement Manager throughout the procurement cycle for civil and structural works packages.
  • Review and interpret IFC drawings, specifications, BOQs, and scope of work to ensure technical clarity in tender documents.
  • Prepare and issue technical sections of RFQs, ITTs, and tender clarifications for subcontractors and suppliers.
  • Conduct technical evaluation of bids, including compliance checks against specifications, drawings, and employer’s requirements.
  • Prepare technical comparison sheets, identifying deviations, qualifications, and commercial-technical risks for management review.
  • Coordinate with Engineering, Planning, QA/QC, and Construction teams to align procurement technical requirements with project execution needs.
  • Participate in pre-bid meetings, technical clarification meetings, and post-tender negotiations with subcontractors.
  • Support value engineering and alternative proposals during tender and negotiation stages, ensuring compliance with project requirements.
  • Assist in finalizing technical scope alignment prior to contract award, ensuring consistency between tender submissions and subcontract agreements.
  • Maintain proper technical procurement records and documentation in line with project and company procedures.
  • Ensure compliance with local UAE standards, Dubai Municipality requirements, and international codes where applicable.
Skills
  • Bachelor’s Degree in Civil Engineering or equivalent.
  • 5–10 years of UAE experience in procurement, engineering, or technical tendering roles within construction or EPC contracting companies.
  • Proven experience in civil and structural works procurement, including subcontractor tendering and technical bid evaluation.
  • Strong ability to read and interpret civil drawings, specifications, BOQs, and method statements.
  • Familiarity with UAE construction standards, Dubai Municipality regulations, and common project specifications.
  • Experience working on high-rise buildings, infrastructure, or large-scale commercial projects in the UAE is highly preferred.
  • Good understanding of procurement procedures, tendering processes, and contract scope definition in a main contractor environment.
  • Strong analytical skills with the ability to identify technical risks, inconsistencies, and non-compliances in bids.
  • Excellent written and verbal English communication skills; Arabic is an advantage but not mandatory.
  • Proficient in MS Office (Excel, Word); experience with procurement or ERP systems is an advantage.
  • Ability to work under pressure, manage multiple tenders simultaneously, and meet strict deadlines.
  • Experience working in Dubai or the wider UAE construction market is strongly preferred.
