Job description

An accomplished Site Senior Project Manager / Construction Manager to lead the construction phase of our newly awarded Bio-Energy Plant, a strategic flagship project that will supply sustainable fuel to our cargo fleet. The role serves as the client-side project lead, accountable for the full spectrum of construction management activities. This includes directing on-site execution, coordinating multidisciplinary teams, and ensuring seamless collaboration between internal stakeholders and the specialist Technology Partner appointed to deliver the plant’s innovative bio‑energy systems. The Site Senior Project Manager will oversee schedule performance, budget adherence, contractor supervision, and compliance with all PMO governance requirements. A strong focus on HSSE excellence, quality assurance, and risk management is essential to safeguard project outcomes and operational readiness. The role also requires proactive engagement with authorities, consultants, contractors, and internal business stakeholders to ensure alignment, resolve issues early, and facilitate the timely, safe, and successful delivery of this high‑impact sustainability project. The Site Senior Project Manager reports to Group Vice President – Project Portfolio in Group Planning & Project Management Department (GPPMD).

JOB ACCOUNTABILITIES
Overall Project Delivery

Lead all phases of the Bio‑Energy Plant’s design and construction lifecycle from initial planning, design review, and engineering coordination to construction supervision, testing, commissioning, and handover. Ensure delivery aligned with scope, budget, schedule, quality expectations, and PMO governance requirements.

Strategic Coordination & Stakeholder Management

Manage and coordinate all internal and external stakeholders, including the Strategic Technology Partner, design consultants, contractors, equipment suppliers, authorities, and regulatory bodies. Maintain effective communication channels, ensure alignment, and proactively address concerns to avoid delays or disruptions.

Project Planning & Design Assurance

Review and validate technical designs, engineering packages, and construction methodologies to ensure feasibility, compliance, and integration of innovative bio‑energy systems. Provide early input on constructability, risks, and value‑engineering opportunities.

Budget, Cost & Schedule Management

Develop, monitor, and control the approved budget and master schedule. Track expenditures, certify progress payments, and implement corrective measures to maintain cost and schedule discipline. Provide timely reporting to leadership and the Strategy & PMO team.

Construction Supervision & Contractor Oversight

Lead and supervise the performance of contractors, engineers, site teams, and specialist vendors. Ensure execution in accordance with contractual requirements, project specifications, construction standards, and technical expectations.

Safety, HSSE & Regulatory Compliance

Champion a culture of safety on site and ensure full compliance with HSSE policies, industry standards, environmental regulations, and permitting requirements. Verify that all construction activities follow approved method statements, risk assessments, and bio‑energy specific operational safety protocols.

Quality Assurance & Technical Control

Conduct regular site inspections, audits, and quality reviews to guarantee that materials, workmanship, and systems installation meet project specifications, international standards, and commissioning requirements.

Risk Management & Issue Resolution

Identify, assess, and mitigate project risks across design, engineering, supply chain, and construction. Resolve technical and operational issues promptly to prevent schedule or cost impacts.

Procurement & Supply Chain Coordination

Oversee procurement activities including tender evaluations, contractor appointments, material sourcing, equipment deliveries, and logistics planning. Ensure long‑lead bio‑energy equipment is tracked and integrated into the construction schedule.

Reporting & Documentation

Prepare and deliver progress reports, dashboards, site records, and documentation needed as per the PMO governance framework requirements.

Other Areas

Applicable if the role has direct or indirect reports – responsible for the management and leadership of an engaged team, promoting collaboration and ensuring that each is developed and evaluated against goals and objectives which are aligned, specific, measurable, attainable yet challenging, realistic and time‑bound.

Act as an ambassador for DP World at all times when working; promoting and demonstrating positive behaviours in harmony with DP World’s Principles, values and culture; ensuring the highest level of safety is applied in all activities; understanding and following DP World’s Code of Conduct and Ethics policies.

KEY DELIVERABLES

Deliver a fully coordinated construction programme that meets all milestone dates; maintain accurate budget and cost‑tracking documentation; secure timely approvals from authorities and technical partners; ensure the seamless delivery of all long‑lead and critical equipment; produce clear weekly and monthly progress reports; maintain complete site documentation including approvals, inspections, and compliance records; achieve a safe site with zero major incidents; hand over a fully commissioned and operational Bio‑Energy Plant supported by as‑built drawings, O&M manuals, training records, and a closed punch list.

QUALIFICATIONS, EXPERIENCE AND SKILLS
  • Bachelor’s degree in civil engineering, Mechanical Engineering, or a related discipline.
  • 15–20 years of experience delivering large‑scale bioenergy, industrial, or process‑plant construction projects.
  • Proven track record working as a client‑side representative on major capital development projects.
  • Strong expertise in design development, engineering coordination, and construction supervision.
  • Demonstrated capability in project management, including scheduling, cost control, risk management, and quality assurance.
  • Experience in managing diverse stakeholders—consultants, contractors, technology partners, and regulatory authorities.
  • Strong commitment to HSSE, environmental and sustainability compliance, and industry standards.
  • Excellent communication, leadership, and team coordination skills.
  • Highly developed analytical, organizational, and problem‑solving abilities.
