Senior Resident Engineer (Infrastructure & Villa Community)
Abu Dhabi, UAE
The Senior Resident Engineer (SRE) plays a critical role in overseeing construction supervision services on a project that is design and build by the contractor. Working with Parsons, the SRE will act as the focal point for construction supervision and will report to the Project Management Consultant (PMC) and/or the Employer.
Serve as the primary point of contact for all construction supervision activities related to Package 1 (Infrastructure + Villa Construction).
Lead and coordinate a multidisciplinary supervision team, ensuring effective collaboration between Parsons, the Contractor, the PMC, and the Employer.
Act as the focal point for managing interface issues between Package 1 and the other two packages, ensuring alignment and coordination across all contractors and consultants.
Oversee and monitor the Contractor’s construction activities for infrastructure works (e.g., roads, utilities, drainage, and landscaping) and villa construction (e.g., structural, architectural, and MEP works) based on Issued for Construction (IFC) drawings provided by the PMC.
Ensure that construction works are executed in compliance with the IFC drawings, specifications, and contract documents.
Review and approve the Contractor’s work programs, method statements, and quality assurance/quality control (QA/QC) plans for both infrastructure and villa construction.
Conduct regular site inspections to verify that the works are being carried out in accordance with the IFC drawings and project requirements.
Identify and manage interface issues between:
Infrastructure and villa construction within Package 1
Package 1 and the other two packages (Package 2 and Package 3) to ensure seamless integration of works across the community development
Coordinate with other consultants and contractors to resolve conflicts, align schedules, and ensure compatibility of construction activities across all packages.
Facilitate regular interface coordination meetings with stakeholders from all packages to address overlapping scopes, shared resources, and dependencies.
Monitor and enforce compliance with agreed interface protocols and procedures to minimize delays and disruptions.
Oversee the readiness of infrastructure works (e.g., utilities, roads, and drainage systems) and villa construction (e.g., MEP systems, finishes, and structural elements) for testing and commissioning.
Ensure that all systems and components for both infrastructure and villas are tested, commissioned, and handed over in accordance with the contract requirements.
Coordinate testing and commissioning activities with other packages to ensure smooth integration of systems across the community.
Monitor the Contractor’s compliance with contractual obligations for both infrastructure and villa construction, including progress, quality, and safety requirements.
Review and certify the Contractor’s payment applications, variations, and claims for both types of works in coordination with the PMC and Employer.
Maintain accurate records of site activities, correspondence, and contractual matters for both infrastructure and villa construction.
Act as the primary liaison between the Contractor, PMC, Employer, and other stakeholders for both infrastructure and villa construction.
Facilitate communication and coordination with consultants and contractors from the other two packages to address interface issues and ensure alignment.
Attend progress meetings, technical discussions, and coordination meetings to ensure alignment among all parties for both types of works and across all packages.
Provide regular progress reports and updates to the PMC and Employer, highlighting risks, issues, and proposed solutions for both infrastructure and villa construction, as well as interface management.
Identify potential risks and challenges during construction for both infrastructure and villa works, as well as interface issues with other packages, and propose mitigation measures.
Resolve technical and contractual issues related to infrastructure, villa construction, and interfaces in collaboration with the Contractor, PMC, and Employer.
Escalate critical issues to the PMC and Employer when necessary, along with recommendations for resolution.
Ensure that the Contractor complies with all applicable laws, regulations, and standards for both infrastructure and villa construction.
Monitor the implementation of the Contractor’s QA/QC procedures and conduct regular inspections to verify quality for both types of works.
Ensure that non-conformances in infrastructure or villa construction are addressed promptly and corrective actions are implemented.
Coordinate with other packages to ensure quality standards are consistent across the community development.
Enforce strict adherence to HSE standards and regulations on-site for both infrastructure and villa construction.
Conduct regular safety audits and inspections to ensure a safe working environment for all project activities.
Promote a culture of safety among all project stakeholders, ensuring that both infrastructure and villa construction meet safety requirements.
Bachelor’s degree in Civil Engineering (or related field) from a recognized institution.
Minimum twenty (20) years post graduate experience in supervision, and construction management of major infrastructure, villa community projects within UAE region.
Must have excellent skills in managing clients and stakeholders.
Demonstrable experience in all aspects of supervision on major road and general infrastructure projects preferably in the Gulf region.
Chartered Engineer or Professional Engineer (PE) registration or other similar professional organizations preferred.
Emphasis on Quality Assurance Specifications and Statistical Quality Control.
Should be able to review and justify the material submissions analyze laboratory and technical reports, carry out acceptance sampling plans, testing and quality measures, ensuring the compliance with the project’s Specifications.
Have a sound knowledge about contractual relationships.
Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and any project specific engineering and construction relevant software.
