Job Description
Overall responsibilities :
- Provide day-to-day support to the Project Manager in various Project Management activities. Liaise with the main contractor and end user PMT personnel, acting as a focal point for Project Management issues.
- Identify and resolve technical issues related to the project, coordinate with engineering consultants, and serve as a bridge between the project team, external suppliers, subcontractors, and client/end-user focal personnel.
- Manage and coordinate daily project activities.
Day-to-day responsibilities :
- Assist in the preparation, updating, and implementation of the Project Execution Plan (PEP).
- Attend weekly, monthly, and other progress review meetings (both internal and with the client) and assist in preparing Minutes of Meeting. Follow up on MOM and incorporate agreed comments with the client, and coordinate to close out ongoing concerns raised during review meetings.
- Coordinate support to subcontractors on technical and contractual issues, facilitating face-to-face meetings to resolve key issues.
- Ensure project execution aligns with schedule and contractual terms, following client technical procedures.
- Coordinate with the project management team and team leaders for planning, scheduling, and executing work related to engineering, procurement, construction, and commissioning to meet project objectives.
- Coordinate with engineering consultants to ensure design basis clarity and timely issuance of MR's to procurement, resolving issues between engineering and procurement for timely purchase order issuance, especially for long-lead and critical items.
- Support the Project Manager in implementing project procedures and gathering deliverables.
- Participate in preparing high-level scope of work for subcontracts, ensuring no scope creep.
- Ensure technical, schedule, risk, commercial, and other evaluations are performed with qualified personnel, and that resulting actions are pursued and documented.
- Explore and develop new project management tools and techniques for successful delivery.
- Ensure project mobilizations and resource requirements meet mobilization plans.
- Ensure team members understand the project strategy and priorities.
- Support in variation claims, extensions of time, and contractual position preparation.
- Assist project contracts, cost, and subcontract teams in evaluating and identifying design deviations or variations from subcontractors.
- Coordinate with engineering and provide support for timely issuance of IFC drawings to start construction, resolving engineering issues raised by construction.
- Identify construction restraints and facilitate the construction team in overcoming obstacles.
- Coordinate with procurement to ensure timely material delivery and resolve obstacles between suppliers, clients, engineering, and procurement teams.
- Monitor project milestones and coordinate with project control to address potential delays.
- Support commissioning activities for a timely start and resolve key issues for smooth startup.
Qualifications
- Bachelor's Degree in Electrical or Instrumentation Engineering.
- Familiar with engineering, procurement, and contracting aspects in power and infrastructure projects.
Experience Requirements :
- 15 years of experience.
- At least 8 years of experience in the UAE or Middle East.
- Minimum 5 years as a Project Engineer on medium to large-scale projects in similar industries.
- HSE compliance and ability to work in multidisciplinary teams.
Skills & Professional Requirements :
- Proven project management experience and understanding of business issues.
- Extensive experience in the relevant field, industry, and UAE market with customers.
- Experience as a Project Engineer on electrical and instrumentation projects.
- Knowledge of commercial and contractual conditions for procurement.
- Strong project monitoring and forecasting skills.
- Ability to manage change control processes with subcontractors and interfaces.
- Deep knowledge of project information management and ability to lead a project team.
- Understanding of handover and close-out activities for clients and suppliers.
