Job description
Responsibilities
  • Oversee the full portfolio of programs and projects across all lifecycle phases, ensuring alignment with organizational strategy and objectives.
  • Identify and analyze critical projects and programs, providing executive-level insights and recommendations to support CEO decision-making.
  • Prepare and present monthly executive portfolio reports covering progress, delays, risks, issues, and proposed corrective actions requiring executive intervention.
  • Evaluate Project Managers’ performance and PMO maturity levels, providing improvement recommendations, coaching, and mentoring.
  • Ensure accurate, timely updates of project progress, milestones, and performance data across all enterprise systems.
  • Govern project and program tendering processes, ensuring compliance with contractual SLAs, KPIs, budget utilization, and performance targets.
  • Lead annual budget planning for projects, contracts, and new initiatives in coordination with departments, ensuring adherence to budget ceilings and planning guidelines.
  • Monitor and report on project management, contract management, and budget management performance, recommending portfolio optimization actions.
  • Promote adherence to PM policies, processes, and frameworks, and conduct awareness sessions and internal compliance assessments.
  • Manage escalation of project risks, issues, delays, and interdependencies to minimize business and strategic impacts.
  • Consolidate post-project benefit realization reports to demonstrate value delivery and business outcomes.
  • Analyze portfolio performance data, identify root causes of issues, and collaborate with Project Managers to implement corrective and preventive actions.
Qualifications
  • Bachelor’s degree in Civil Engineering, Project Management, or Contracts Management (required).
  • PMP and/or PMO‑CP certification preferred.
  • Master’s degree in Management or a related field is preferred.
  • Minimum 11 years of relevant experience with a Bachelor’s degree, or 9 years of relevant experience with a Master’s degree.
