Job Summary
The Proposal/Bidding Engineer is responsible for preparing compliant, accurate, and competitive technical and financial proposals for engineering and consultancy projects. The role involves reviewing RFPs, coordinating with technical teams, preparing budgets, ensuring all documentation is complete, and managing the full bidding cycle from tender receipt to submission.
Key Responsibilities
- Review RFPs, RFQs, and tender documents to fully understand project scope, requirements, and submission criteria.
- Coordinate with engineering, design, planning, and finance teams to gather required technical inputs and cost data.
- Prepare project budgets, cost estimates, and resource plans based on client requirements.
- Develop complete technical and financial proposals, including methodology, timelines, and deliverables.
- Compile and organize all administrative, commercial, and technical documentation required for submissions.
- Ensure proposals comply with client requirements, government regulations, and company standards.
- Communicate with suppliers, partners, and subcontractors to collect quotations or required technical data.
- Maintain a database of previous submissions, pricing, and approved vendors.
- Track tender announcements, deadlines, clarifications, and addenda.
- Follow up on submitted proposals and assist management during negotiation stages.
- Support and improve internal bidding processes and templates.
Qualifications & Skills
- Bachelor’s degree in Engineering or a related field.
- Experience in bidding, tendering, or proposals within an engineering consultancy (architecture, engineering, construction, or similar).
- Strong understanding of project costing, budgeting, and engineering deliverables.
- Excellent document preparation and organizational skills.
- Strong analytical and numerical abilities.
- Proficiency in MS Office (especially Excel and Word).
- Ability to work under tight deadlines and handle multiple submissions at once.
- Strong communication and coordination skills.
