Job Description

Parsons is looking for an exceptionally talented Project Director - Roads and Infrastructure to join our team in Dubai. In this leadership role, you will provide overall strategic direction, executive oversight, and end-to-end management for major road and highway infrastructure projects. The position demands strong expertise in Dubai Road networks, in-depth knowledge of RTA standards and procedures, and proven experience coordinating with local authorities. You will be responsible for ensuring projects are delivered safely, on schedule, within budget, and in full compliance with contractual, regulatory, and quality requirements.

The Project Director acts as the primary senior interface with the Client and government stakeholders, providing technical authority, commercial oversight, and leadership across all project phases including planning, design, procurement, construction, and handover.

What You'll Be Doing

• Provide full leadership and accountability for the delivery of major road and highway projects in Dubai, including interchanges, arterial roads, bridges, tunnels, and associated infrastructure.
• Act as the senior company representative with the Client, and other Dubai authorities; lead high-level coordination, negotiations, and strategic decision‑making.
• Establish and manage overall project strategy, governance, execution plans, budgets, schedules, and risk management frameworks.
• Ensure full compliance with Dubai RTA standards, design manuals, specifications, traffic safety requirements, and approval processes.
• Lead and monitor design development, ensuring alignment with RTA requirements, BIM mandates, constructability, value engineering, and lifecycle performance.
• Direct the management of all approvals, permits, and NOCs from RTA and other relevant Dubai authorities and utility agencies.
• Ensure robust Health, Safety, Quality, and Environmental (HSEQ) leadership across all project activities.
• Provide executive oversight of cost control, change management, claims, variations, and commercial negotiations.
• Lead crisis management and resolution of major technical, contractual, or stakeholder challenges.
• Drive continuous improvement, innovation, and adoption of advanced digital engineering, BIM, and smart construction practices.
• Mentor senior project leadership teams and contribute to organizational growth and business development initiatives in the UAE.

What Required Skills You'll Bring

• Bachelor's degree in civil engineering or equivalent from a recognized university essential.
• Master’s Degree is preferred.
• Chartered Engineer status, PMP, or equivalent senior professional certification preferred.
• Minimum 20+ years of experience in major infrastructure projects in leadership roles with significant experience in Dubai or the UAE.
• Prior experience working on major civil infrastructure, roads, tunnels projects essential.
• Strong knowledge of Dubai Road networks, RTA design standards, approval workflows, and construction practices.
• Extensive experience managing complex, multi‑stakeholder projects in dense urban environments.
• Fluency in Arabic and English (spoken and written) is mandatory.
