Overview
Parsons is seeking a highly skilled and experienced Project Controls Manager to lead and manage internal cost control processes across a program or multiple infrastructure projects. In this role, you will ensure projects are delivered on time, within budget, and aligned with organizational goals, leveraging expertise in cost management, earned value management (EVM), and financial analysis to provide actionable insights and drive efficiency.

Responsibilities
- Cost Management: Develop, implement, and maintain cost control systems to monitor project budgets, expenditures, and forecasts.
- Earned Value Management (EVM): Oversee EVM practices to measure project performance and progress, analyzing key metrics such as CPI and SPI to identify trends and recommend corrective actions.
- Budget Planning: Collaborate with project teams to establish accurate budgets that align with project scope and objectives.
- Cost Tracking and Reporting: Monitor project costs, prepare detailed reports, and present findings to stakeholders, highlighting key metrics and actionable insights.
- Variance Analysis: Identify and analyze cost and schedule variances, providing recommendations to mitigate risks and improve project performance.
- Forecasting: Develop and maintain accurate cost forecasts, updating them based on project progress and changes.
- Risk Mitigation: Identify potential cost risks and develop strategies to minimize financial exposure.
- Collaboration: Work closely with project managers, finance teams, and other stakeholders to ensure alignment on cost-related matters.
- Leadership: Provide guidance and mentorship to project control staff, fostering a culture of excellence and continuous improvement.
- Compliance: Ensure all cost control activities comply with Parsons’ policies, procedures, and industry standards.
What Required Skills You'll Bring
- Bachelor’s degree in Engineering, Construction Management, Finance, or a related field (or equivalent work experience).
- Minimum of 15 years of relevant experience in project controls, with a focus on cost management and earned value management.
- Experience in a supervisory or leadership role.
- Strong knowledge of cost control principles, practices, and tools, including Earned Value Management (EVM).
- Foundational engineering knowledge in electrical, mechanical, civil, or related disciplines.
- Proficiency in Project Controls software and the Microsoft Office Suite, particularly Excel and PowerPoint, with experience in data visualization tools (e.g., Power BI) highly desired.
- Exceptional analytical and problem-solving skills, with the ability to interpret complex data and provide actionable insights.
- Fluent in English, with excellent verbal and written communication skills. Ability to convey complex information clearly and concisely to diverse audiences, including project teams, stakeholders, and senior leadership. Strong interpersonal skills to foster collaboration and build effective working relationships.
- Proven ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
- Thorough understanding of industry practices, standards, and trends.
- Must meet Parsons Project Controls Manager Certification requirements.
