Job Description:
Principal Resident Engineer (Water Transmission and Distribution Projects)
Abu Dhabi, UAE
Responsibilities
- We seek a highly skilled and experienced Principal Resident Engineer to oversee the construction supervision of major EPC water transmission and distribution projects in Abu Dhabi, representing Parsons on the project and managing day-to-day construction supervision functions.
- Lead and supervise the construction supervision team to ensure compliance with contract requirements, timelines, and quality standards.
- Oversee the site Resident Engineers in their delegated roles, duties and responsibilities; provide direct supervision and coordination of the construction works to achieve execution in accordance with the Contract.
- Monitor progress against the accepted construction schedule, review Contractors’ progress reports, and report actual progress and cost against objectives to the Senior Principal Resident Engineer and Project Director.
- Manage the change procedure in agreement with the Employer and issue authorized instructions to the Contractors as appropriate; provide claims review/analysis support including dispute resolution.
- Coordinate with all concerned parties on construction and design issues; chair or attend project progress meetings and report on issues as necessary.
- Ensure safety goals are achieved and that the Project Safety Plan is in place, functioning from the beginning and in compliance with Employer HSE procedures.
- Maintain daily diaries and verify information in Contractors’ daily reports including resources; manage scope, schedules, change management and closeout for assigned project elements.
- Coordinate with Authorities/Agencies and Contractors/Subcontracts to ensure compliance and smooth execution; review and approve changes and assist in project close-out activities.
- Provide final approval to works, arrange handover, and monitor as-built records and contract close-out.
- Ensure quality, safety, and environmental standards in all activities; demonstrate leadership and effective communication with multi-disciplinary teams.
Qualifications
- Bachelor of Engineering from an internationally recognized accredited university.
- Chartered Engineer or Professional Engineer registration or equivalent.
- Minimum fifteen (15) years of post-graduate experience in site supervision and construction management of major EPC water transmission/distribution projects, with experience in the UAE/Gulf.
- Minimum of 7 years as Principal Resident Engineer in EPC water transmission or distribution projects.
- Proven ability to work independently and within a large multi-discipline team; highly organized with strong problem solving, leadership and negotiation skills.
- Qualified professional able to manage and coordinate a specialized activity, discipline or team of moderate size and complexity; capable of formulating advanced technical concepts and providing specialist services in support of project requirements.
- Excellent written and oral communication skills.
- Knowledge of NOC procedures, commissioning and Abu Dhabi authority specifications and procedures.
- Good computer skills and proficiency in related software; knowledge of construction health, safety and environment.
