Job Purpose

The Manager - Liquids & Gas (L&G) Projects is responsible for planning, scoping and managing the L&G projects from operations perspective. The role will over oversee various project and technical aspects of the initiative, working closely with the relevant commercial, operations and HSE teams. This role intends to create a bridge between various workstream and ensure that the scheduling, planning, coordinating, forecasting, resourcing, and the management of technical activities considers all to ensure project accuracy and quality throughout all stages, from initiation to completion.

Responsibilities
  • Preparing development plans for marine L&G handling facilities, including interface with customer facilities.
  • Lead conceptual design exercise for the terminal, including detailed layout, equipment specifications, and performance standards.
  • Prepare investment cases in accordance with the organizational policy, detailing the inputs and assumptions, identifying the opportunities for value engineering with focus on achieving organization's targets for commercial returns.
  • Ensure strict adherence to relevant codes, standards, practices, QA/QC policies, and performance specifications.
  • Support Equipment engineering team in vendor identification and equipment selection.
  • Ensure operations alignment between handling equipment, pipelines systems and storage tanks.
  • Conduct thorough quality control of work, including budget management, schedule adherence, personnel performance, and provide regular project status updates.
  • Monitor project progress and resolve any challenges or delays.
  • Engage regularly with clients to understand their specific requirements and develop plans to deliver customer requirements.
  • Manage interface between Port and customer facilities in respect of product receipts, transfer and storage infrastructure.
  • Work closely with the commercial and business development teams to provide technical support and assistance.
  • Conduct risk assessment for operations activities and identify opportunities for improvement from Safety and operating performance perspective.
  • Develop terminal operating procedures in line with industry standards and best practices
  • Support operations team in resolving technical issues related to jetty operations.
  • Support equipment engineering team in establishing equipment inspection and maintenance regimes.
  • Promote a safe working environment in accordance with AD Ports applicable HSE Management System, Standard Operation Procedure and Work Instructions.
  • Provide regular updates on project status, including progress reports on budget, timelines, and overall performance.
  • Report HSE observations, near misses, and incidents while actively identifying and mitigating workplace hazards and risks.
  • Maintain accurate documentation of project activities to ensure transparency
Qualifications
  • Minimum Bachelors degree in Engineering or relevant field.
  • Liquids & Gas Marine assets operating certification.
  • Product Handling & Emergency response certification for L&G facilities.
  • Expertise using Microsoft Office.
  • Knowledge of ISO and IMO standards.
  • Understanding of operating processes for MOGAS, Gas Oil, Condensate and Lube Oils.
  • Excellent communication skills, facilitation, and influencing/negotiating skills.
  • Ability to communicate at all levels.
  • Minimum 6 years of experience in Oil & Gas projects or operations.
  • Minimum 2 years of working experience in Tank Farm operations.
  • Minimum 2 years of working with SPM operations.
  • Preferred basic computer skills and the ability to use the computer to enhance grain handling.
  • Proven ability to work independently and in a team-oriented environment.
  • Proven computer skills and the ability to use the computer to enhance business processes.
  • Demonstrate core competencies including business knowledge, collaboration, communication, customer focus, decision making and skill development.
