Job Summary

The Wet Utilities Inspector for an Infrastructure Works Project is responsible for ensuring the proper installation quality control and compliance of wet utility systems including water supply, sewage, stormwater and other related underground infrastructure. This role involves conducting inspections and tests on materials, installations and construction practices associated with wet utilities, ensuring that all work is carried out in accordance with project specifications, design requirements and local regulations. The Wet Utilities Inspector plays a critical role in maintaining the quality and integrity of wet utility systems to ensure their functionality and safety.

Key Job Duties
  • Inspection of Wet Utilities Installation:
    • Conduct inspections of wet utilities installation including water mains, sewer systems, stormwater systems and associated infrastructure such as manholes, valves, pumps and service connections.
    • Verify that the installation of pipelines, fittings and appurtenances is carried out according to design specifications and project requirements.
    • Inspect the alignment, depth and grade of pipes and utilities to ensure compliance with construction drawings and relevant standards.
  • Quality Control of Materials & Equipment:
    • Supervise the testing and inspection of materials used for wet utilities including pipes, joints, valves and fittings to ensure they meet required specifications and quality standards.
    • Review material certifications, test results and supplier documentation to verify the conformity of materials used in the installation of wet utilities.
    • Ensure proper storage and handling of wet utility materials on-site to prevent damage or contamination.
  • Testing & Commissioning of Wet Utilities:
    • Oversee and perform necessary pressure tests, leakage tests and other relevant tests on installed wet utilities to ensure they meet design and functional requirements.
    • Ensure that all wet utility systems are properly flushed, disinfected and tested before commissioning.
    • Coordinate the commissioning of wet utilities including the preparation of testing reports and verification of system functionality.
  • Compliance with Standards & Regulations:
    • Ensure that all wet utility works comply with local regulatory requirements, industry standards and project specifications.
    • Monitor installation activities for compliance with environmental protection measures such as minimizing water pollution or soil contamination.
    • Ensure that health and safety regulations are followed during the installation of wet utilities particularly in confined spaces or areas with high traffic.
  • Documentation & Reporting:
    • Maintain accurate and detailed records of inspections, tests, material certifications and work completed on-site.
    • Prepare daily, weekly and monthly inspection reports that document progress, quality control issues and corrective actions required for wet utility installations.
    • Report any discrepancies, defects or non-compliance issues to the project manager and recommend corrective actions as necessary.
  • Coordination with Project Team & Contractors:
    • Liaise with the project team, contractors and subcontractors to ensure that wet utilities installation is performed efficiently and in line with the project schedule.
    • Provide technical guidance and support to contractors to address any challenges or issues encountered during the installation of wet utilities.
    • Participate in site meetings to provide updates on wet utilities work and to ensure smooth coordination between teams.
  • Health Safety & Environmental Compliance:
    • Monitor site safety practices during the installation of wet utilities ensuring compliance with health and safety regulations.
    • Ensure that safety protocols are adhered to when working with hazardous materials, machinery or in confined spaces.
    • Assist in implementing environmental control measures such as managing stormwater runoff, reducing dust and preventing contamination of water supplies during construction activities.
  • Final Inspection & Handover:
    • Participate in the final inspection and handover of completed wet utility systems ensuring that all work meets project specifications and functional requirements.
    • Verify that as-built conditions are accurately documented and that all required tests and inspections have been completed and approved.
    • Ensure that all necessary documentation such as test certificates, operation manuals and warranties are compiled for project closeout.
  • Troubleshooting & Issue Resolution:
    • Identify and address issues related to wet utility systems such as leaks, alignment problems or material defects and recommend solutions to resolve them promptly.
    • Work with contractors to ensure any defects or deficiencies in wet utility installation are rectified before final acceptance.
    • Assist in root cause analysis and corrective actions for any failures or non-compliance with installation standards.
  • Continuous Improvement:
    • Provide feedback on the quality of wet utility works and suggest improvements in installation procedures, materials or testing methods to enhance efficiency and reduce costs.
    • Stay informed on the latest technologies, industry standards and regulations related to wet utilities to ensure the project benefits from the most up-to-date practices.
Qualifications
  • Education:
    • Technical Institute Diploma / Bachelor's degree in relevant Engineering field (i.e. Civil, Structural, Environmental, etc.)
    • Additional certifications in water and wastewater management, utility inspection or related fields are preferred.
  • Experience:
    • Minimum of 7 years experience in similar projects with a focus on wet utilities inspection and management.
    • Proven experience in comparable roads and bridges projects.
    • Demonstrated expertise in water supply, sewage and stormwater systems inspection and testing.
  • Technical Skills:
    • Proficient knowledge of wet utilities construction methods, materials and industry standards.
    • Thorough understanding of local and national regulations related to wet utilities installation and management.
    • Ability to read and interpret technical drawings, specifications and construction documents.
    • Familiarity with quality control procedures and testing methods for wet utilities.
