Job summary

A government authority in Dubai is seeking an experienced HR Manager to oversee all HR services and manage the recruitment process. The ideal candidate should possess a Bachelor's degree in Human Resources, 10 years of HR experience, and strong knowledge of Emiratization initiatives. Qualifications

  • Bachelor’s Degree in Human Resource or equivalent degree.
  • Master's Degree in Human Resource is preferred.
  • CIPD or SHRM certifications are advantageous.
  • At least 10 years of HR experience, 8 years in Recruitment & HR Services.

Job description
Role Purpose:

Undertake all HR Services efficiently and on timely manner to ensure high level of satisfaction at both departmental and employee levels. To deliver a proactive recruitment process across DCAA in coordination with management, candidates, and internal and external stakeholders. Implement Emiratization plans and processes. Ensure confidentiality of records, documentation and analysis to provide when requested by senior management.

Key Responsibilities/Duties:
  1. Functional Structure: Review and update the DCAA's Functional Structure in line with approved Organizational Structure functions of DCAA and future needs.
  2. Manpower Planning: Review the manpower planning to identify the annual recruitment needs of DCAA and its business justifications to ensure availability of the Human Resources and competent professionals required to implement its future plans and projects.
  3. Post Evaluation: Review, advice and prepare about the proposed new Job description writing process and ensure that positions are accurately captured in order to identify and classify different positions and conduct an initial post evaluation.
  4. HR Policy: Draft, Review and update on Human Resources Recruitment & Services polices and regulations with the latest HR practices in Dubai and DGHR.
  5. HR initiatives: Work closely with the external parties DGHR and Dubai Digital to support implementation of government new initiatives and projects.
  6. HR Awareness: Maintain the communication channels between HR and employees through handling awareness presentation of new initiatives, HR knowledge share through emails, one-to-one training sessions, …etc.
  7. HR Practices: Continuously oversee, analyze process gaps, and come up with improvement plans to ensure HR process effectiveness.
  8. Talent Pool: Manage to execute recruitment process using variety of tools and technology to attract best talent, meet senior stakeholders’ expectations, and promote DCAA opportunities across different channels.
  9. Recruitment Process: Ensure applying high standards of whole recruitment process from sourcing through Dubai Careers, phone interview briefing, advising managers, interviewing, and offer negotiations. Arrange for the internal technical tests and external Psychometric tests for the selected candidates in collaboration with the DGHR.
  10. Onboarding Process: handle the onboarding process for candidates with other internal and external parties.
  11. Emiratization: execute the approved Emiratization plans and provide all reports and statistics related to the management and start recruitment once plan is approved.
  12. New Joiner Performance: oversee the new joiner performance throughout the probation period and report it on monthly basis until he/she is confirmed for the position and provide advice for the development.
  13. Payroll: Audit and run all processes related to monthly payroll with entering and verifying all related entries in accordance with the HR Law, Executive Council resolutions, and administrative decisions.
  14. HR Services: Handle and Monitor all HR services among DCAA according to the related HR Law and internal policies and procedures in relation to attendance, leaves, disciplinary actions, promotions, complains, employment/end of service, etc and provide advice for the development of the services.
  15. Reports: Prepare different kinds of reports based on internal and external requirements and update records to produce analysis reports for senior management.
  16. Supervise junior team members and Work Placement students.
  17. Participate in any internal committees that may be assigned to. Insure the execution of the committee’s decision related to HR and provide requested data and reports.
  18. Follow up on quarterly basis the sections’ operational plan performance indicators and provide all supporting documents to the concerned department.
  19. Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.
  20. Other duties: Perform other job-related duties as may be assigned from time to time by the Head of HR Recruitment & Services.
Academic Qualifications:
  • Bachelor’s Degree in Human Resource or equivalent degree
  • Master degree in Human Resource is preferred.

Professional Experience:
  • At least Ten (10) years’ working experience in HR
  • At least Eight (8) years in Recruitment & HR Services
