A global real estate services firm in Dubai is seeking a Facilities Management Manager with at least 5 years of experience in managing high-rise residential and commercial buildings. The ideal candidate must have a minimum of 5 years of Facilities Management experience and experience managing high‑rise operational residential and commercial buildings in the UAE; must hold an Engineering degree, relevant Masters/Post‑Graduate degrees, and/or accreditations. The candidate must have a working knowledge of managing third‑party facilities management service providers, handover, and transition management, as exceptional interpersonal skills are required for daily interfacing with stakeholders and tenants while representing the Landlord and/or client.
The role reports directly to the Director – Head of Building Management representing the JLL Property and Asset Management Services (PAMS) team, overseeing the security, technical, and soft services operations of the TFM service providers. This involves quality assurance and quality control of daily facilities management operations, adhering to industry best practices.
The candidate must confidently provide OPEX and CAPEX budgeting, financial forecasts, P&Ls; prepare and submit weekly, monthly, quarterly, and annual reports; assist in preparing governance documents, property operations plans, property regulations/rules, policies and procedures, procurement requests, approvals, etc. Technical knowledge and consultative skills with clients, tenants, and contractors, including good negotiation capabilities within multinational organizations, are essential.
The candidate will be responsible for daily operations of the TFM contract; service provisions include but are not limited to security, soft and hard services, EHS reactive and corrective maintenance, PPM (planned preventive maintenance), asset condition surveys of Electrical HVACR (Heating, Ventilation, Air‑conditioning, and Refrigerating), MEP, hydraulic systems, alarms, fire life and safety, Building Management Systems (BMS), generators, access controls, chillers, chilled water systems, UPS, building fabric, water features, internal and external facades, assets coding, water quality testing & analysis, CCTV, landscaping, pest control, lifts & elevators, waste management, HV substations, etc.
The candidate must guide and manage the TFM service providers, operatives, skilled technicians, and unskilled personnel, while overseeing the tender and selection process for all specialist subcontractors to ensure technical competency and quality of work per contract.
The candidate must ensure TFM service providers and contractors comply with insurance policies, relevant authorities, local municipality codes, and UAE legislation, specifically in the Emirate of Dubai.
The candidate will deliver the property’s PPM, reactive, and remedial works, ensuring TFM service providers meet Service Level Agreements (SLAs) and Key Performance Indicators (KPIs). The candidate will maintain adequate attic and critical stock levels, certify statutory inspections and tests with local authority/municipality‑approved vendors, and complete all pre‑occupancy/move‑in inspections, terminations, and refurbishments on time and to standard.
The candidate will oversee the maintenance and accuracy of technology systems (CRM, BMS, CAFM, BIM), ensuring TFM staff are trained and systems remain up‑to‑date and calibrated with building infrastructure and equipment.
The candidate will liaise and advise the Property Manager and client on changes to local laws, legislation, and international best practices that may affect operations, seeking approval and direction on implementing directives.
The candidate must have effective written and verbal communication in English and people skills, working closely with the client’s Head of Building Management, Property Manager, TFM service provider, leasing agents, and other parties and departments.
The candidate will review the client’s contract and TFM service provider contract to ensure proficient delivery of scope of work and service specifications so all activities operate efficiently and effectively.
The candidate will perform all functions and responsibilities of the role, including duties not expressly mentioned in the client’s contract but necessary for proper service performance and effective property management in accordance with industry protocols and applicable best international standards and codes of practice.
