The Singapore Contractors Association Ltd (SCAL) is seeking motivated and forward-looking individuals to join our Industry Development team. In this pivotal role, you will be at the forefront of the construction sector's transformation, working closely with Committee Chairmen, government agencies, and industry leaders to champion the interests of our members.
You will play a key role in building effective relationships with strategic partners and stakeholders to identify growth opportunities for the industry. Whether driving advocacy for policy changes or managing high-impact industry events, you will be instrumental in fostering greater awareness and advancing the standards of the built environment sector.
The successful candidate will take on a progressive range of responsibilities based on their seniority, focusing on engagement, advocacy, and strategic growth within the construction industry.
Core Responsibilities (All Levels):
Stakeholder Engagement & Networking: Liaise extensively with government agencies, partners, and SCAL members on issues pertaining to the assigned Committees. You will act as a bridge between the industry and regulators to ensure effective dialogue.
Event & Programme Management: Plan and organise Committee meetings, industry dialogues, and programmes to ensure wider outreach and successful execution of industry initiatives.
Research & Policy Development: Conduct surveys and studies on the industry landscape to assist in the development of policies and practices. This includes identifying emerging trends and digital requirements to support industry transformation.
Industry Communications: Assist in crafting public communications and reports related to relevant Committees to ensure accurate representation of industry views.
Advisory on Construction Practices: Leverage knowledge of current industry practices to review and provide professional recommendations for the construction industry.
Advocacy Leadership: Lead the development of advocacy efforts with government agencies and partners, actively identifying issues impacting the industry and closing policy gaps based on market trends.
Strategic Project Management: Manage strategic industry-level projects and initiatives, monitoring all deliverables, results, and indicators to ensure they meet the sector's developmental goals.
Member Consultation: Actively engage member companies to identify business needs, gather feedback on industry views, and represent these interests at relevant platforms.
Team Leadership: Set a clear strategic direction for the team, inspiring them to achieve desired outcomes and goals in a fast-paced environment.
We are looking for a critical thinker who is passionate about advocacy and possesses the specific skill sets required to navigate the construction sector's landscape.
Qualifications:
Education: Degree holder in any discipline. A degree in Built Environment (e.g., Civil Engineering, Architecture, Environmental Studies, M&E) is a distinct advantage.
Experience:
Executive: Fresh graduates or those with early career experience in the built environment are welcome.
Manager: At least 5–8 years of relevant working experience, preferably with a track record in industry development or trade associations.

Industry Networking: Demonstrated ability to build and maintain effective networks with government officials, industry leaders, and diverse stakeholders.
Project Management: Strong organisational and project management skills, with the ability to multitask and manage resources effectively to meet tight deadlines.
Communication & Advocacy: Excellent command of written and spoken English with the ability to articulate complex industry issues clearly and professionally.
Analytical Thinking: Critical thinker with strong problem-solving skills, capable of analysing market intelligence to inform strategic priorities.
