Job description

A key member of the plant management team, you will lead the development, management, and implementation of mechanical asset management strategies and programs to uphold plant reliability and availability, while ensuring compliance with all statutory, regulatory, and safety requirements. You will also build and develop a collaborative, competent, and high-performing team.

Responsibilities
  • Align department's direction with the overall organizational and business strategy.
  • Lead and manage a team of engineers, technical officers, and technicians to respond to plant issues and outages, ensuring timely and proper rectification and restoration.
  • Ensure maintenance works are executed effectively and efficiently, while in compliance with safety and regulatory standards.
  • Advise and recommend long-term maintenance plans for all mechanical assets, including CAPEX/OPEX budget estimates, budget monitoring and control, and scheduled maintenance and project works.
  • Plan and execute modifications, upgrades, and installations of plant mechanical systems and equipment for enhancement, availability, and reliability improvements.
  • Plan procurement of spare parts and services to meet maintenance needs, including contracts management and administration.
  • Identify potential opportunities to drive company profits through targeted plant maintenance, modifications, debottlenecking, improved equipment reliability and more efficient work methods.
  • Engage, coach, and motivate staff, providing guidance on troubleshooting and root cause analysis of plant issues.
Qualifications
  • Degree in Mechanical Engineering, preferably recognized by the Professional Engineers Board, Singapore, and at least 12 years of relevant experience in a similar capacity, with 8 years at a management level within a power plant or related industries.
  • Technical expertise and proficiency in the maintenance of F-class and H-class gas turbines, steam turbines, generators, heat recovery steam generators (HRSGs), and major balance of plant (BoP)/auxiliary equipment.
  • Familiarity with ASME Boiler & Pressure Vessel Codes, API/ISO standards for pumps, compressors, turbines, and lube systems.
  • Experienced in reliability engineering practices such as Reliability-Centered Maintenance (RCM), Failure Mode and Effects Analysis (FMEA), Risk-Based Inspection (RBI), asset integrity management, and condition monitoring of rotating and static equipment, including vibration, oil and thermography analysis.
  • Familiarity with Singapore regulatory requirements and codes of practices, including MOM regulations for boilers, pressure vessels, air receivers, and lifting equipment; SCDF requirements for fire protection systems; NEA standards for environmental compliance; PUB requirements for water systems; and relevant codes for HVAC and other mechanical systems.
  • Demonstrates proficiency in technical competencies for power plant incident response, equipment process safety, management of critical spares, engineering risk assessment, and handling OPEX/CAPEX budgets and contracts.
  • Strong interpersonal, presentation, communication, and negotiation skills to manage a diverse group of stakeholders.
  • Self‑motivated, independent, and has strong analytical skills.
  • Have a safety mindset and display good workplace safety behaviour.
